How these numbers are made
- Property tax: the 2026 rates for a home inside Georgetown, 94.82 cents per $100 in all: the state 10.3 cents, Scott County Fiscal Court 5.13, Scott County Schools 63.1 (adopted September 3, 2026), the City of Georgetown 6.1 (the compensating rate the council adopted in September 2026) and 10.19 cents for the library, health and extension districts together. That last figure is the Scott County PVA's 2026 county combined rate (88.72 cents, as reported by the News-Graphic) less the state, county and school rates; we did not find the three districts' separate 2026 rates. The county part is billed by the Scott County Sheriff and the city part by the City Clerk-Treasurer on a separate bill.
- The starting value is the Census ACS 2020-2024 median value of owner-occupied homes in Georgetown, $265,400; your PVA assessment may differ. Kentucky's $49,100 homestead exemption is only for owners 65 and older or totally disabled, so it is listed as a tip, not taken off the typical bill.
- Water and sewer: GMWSS rates effective March 1, 2026: water $22.90 for the first 2,000 gallons and $12.3593 per 1,000 gallons above that; sewer $21.09 for the first 2,000 gallons and $13.3780 per 1,000 gallons above that, applied to the water use you enter (9 CCF, about 6,700 gallons, to start, since GMWSS publishes no typical household use). GMWSS's published schedule raises these rates again in March 2027 and 2028. Some homes get water from Kentucky American Water and only sewer and garbage from GMWSS; they are not modeled. Trash is Republic's $17.65 monthly base rate (one waste and one recycling cart), billed by GMWSS; the city's $8.00 monthly 911 Service Fee on the same bill is counted as a utility fee. We found no separate stormwater fee.
- Electricity: KU Rate RS, $0.58 a day (about $17.64 a month) and $0.11234 per kWh, plus the August 2026 billing adjustments (fuel adjustment -$0.00188 and DSM $0.00154 per kWh; environmental cost recovery -0.11%, applied to the whole bill) and the $0.30 Home Energy Assistance charge. These adjustments change every month. KU's franchise agreement with Georgetown is on file with the PSC, but we did not find the franchise fee percentage, so no franchise fee is included. Starting use is KU's 2024 Kentucky residential average from EIA (about 1,097 kWh a month). Parts of Scott County outside the city may be served by an electric cooperative instead.
- Gas: Columbia Gas of Kentucky Rate GSR, $21.25 per billing period plus the $0.30 Energy Assistance Program surcharge and $0.07 energy efficiency charge, and $10.3372 per Mcf (delivery charge and gas cost adjustment) plus the SMRP rider ($1.3382) and research and development charge ($0.0125), converted to therms at 10.37 therms per Mcf. The gas cost adjustment changes during the year; no Georgetown gas franchise fee is included (we did not find its rate). Starting use is Kentucky's 2025 residential average from EIA (about 54 therms a month). Utility tax: Scott County Schools levies a 3% utility gross receipts license tax (2025-26, the latest year in the state's table), added here to electricity and gas; we did not confirm whether GMWSS adds it to water, so it is not added there.
- Insurance is the 2022 Kentucky statewide average HO-3 premium (NAIC data via Triple-I), about four years old; we did not find a newer NAIC figure for Kentucky, so treat it as a rough starting point and replace it with your own premium. Kentucky cities and counties may also levy a tax on insurance premiums, which is not included.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
