How these numbers are made
- Property tax: 2025 Kentucky Property Tax Rate Book, Franklin County, converted from cents per $100 to fractions: state 10.6, county fiscal court 18.3, extension 2.0, health 6.5, library 7.3, soil conservation 0.9, Frankfort Independent Schools 102.9 and City of Frankfort 19.5 (2026 rates not out yet).
- The starting value is the Census ACS 2020-2024 median value of owner-occupied homes in Frankfort, $183,700; your PVA assessment may differ. Kentucky's homestead exemption is for owners 65 or older or totally disabled, so it is a tip, not taken off the typical bill.
- Water: FPB inside-city residential $5.55 per 1,000 gallons plus the $11.55 customer service charge (5/8 inch meter). Sewer: the city's $13.78 per 1,000 gallons of water used from July 1, 2026 (rising January 1, 2027); the 2,000-gallon monthly minimum is modeled as $27.56 covering the first 2,000 gallons. No typical household use is published, so the page starts at 9 CCF.
- Garbage: the $60 per unit City of Frankfort garbage fee in the 2025 state rate book, shown as $5 a month on the tax bill; the 2026 rate book was not published.
- Electricity: FPB Rate 10 $18.00 plus $0.10041 per kWh; the monthly Power Cost Adjustment (credit or surcharge) varies and is not included. Usage is the 2024 EIA average for City of Frankfort residential customers. Gas: Columbia Gas GSR with riders; usage is EIA's Kentucky residential average. The 3% school utility tax is applied to energy bills.

| Per year | Frankfort | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.68% | 1.28% | higher than 31 of the other 31 Kentucky cities we cover |
| Water | $587 | $535 | higher than 24 of the other 31 Kentucky cities we cover |
| Sewer and utility-bill fees | $1,113 | $745 | higher than 30 of the other 31 Kentucky cities we cover |

| Total | $7,329 | $8,208 | lower than 25 of the other 31 Kentucky cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
