How these numbers are made
  • Property tax: City of Waynesboro $0.87 per $100 of assessed value for calendar year 2026, per the city's ordinance imposing taxes for calendar year 2026 (Citizen Portal reports council adopted it May 11, 2026). Waynesboro is an independent city, so there is no county or school district rate. Car tax is not included.
  • The starting value is the Census ACS 2023 median value of owner-occupied homes, a market value; the city's 2025 general reassessment raised values, so the property tax line may be low. No city assessor median was found.
  • Water, sewer and trash use the rates in Ordinance 2026-08 effective July 1, 2026: water $11.04 monthly 5/8-inch service charge plus $6.27 per 1,000 gallons; sewer $16.55 plus $10.23 per 1,000 gallons; refuse $24.00 per cart per month.
  • Stormwater: the city's single-family monthly fee is $5.08 for Tier 2 (1,201 to 3,000 sq. ft.) (Ordinance 2025-08, effective July 1, 2025); other tiers have other fees, and it is billed twice a year ($30.48 a year).
  • Electricity: Dominion Virginia Power Schedule 1 with the riders and consumption taxes, averaged across seasons as in other Dominion cities; gas is not counted. Use is EIA's Virginia average. Insurance is the 2022 Virginia average HO-3 premium (NAIC via III); a 2023 NAIC figure could not be read from an official page.
