  • Seniors 65+ or disabled, household income up to $67,000: freeze or defer your real estate taxIncome up to $67,000

Owners at least 65, or permanently and totally disabled, on or before December 31 of the previous year can get a tax freeze or a deferral if household income is up to $67,000 and assets, not counting the house and up to 10 acres, are up to $200,000. You must own and live in the home by January 1.

How: Applications are available in early May; first-time applicants apply in person with the Commissioner of the Revenue (757-727-6690) by August 31.

  • Disabled veterans rated 100%: real estate tax exemption on your homeExemption

The veteran must be certified by the U.S. Department of Veterans Affairs as totally and permanently disabled due to a service-connected disability, with an overall rating of 100% or a compensation rating of 100% due to individual unemployability. The level of exemption depends on legal ownership of the property. A surviving spouse is eligible if the veteran died on or after Jan. 1, 2011, and the spouse does not remarry and continues to occupy the real property as principal place of residence.

How: Complete the application, contact the Commissioner of the Revenue's Office to set up an appointment, and bring the application and original VA documents in person. Questions: 757-727-6690.

How these numbers are made
  • Newport News Waterworks serves Hampton. Water: the single metered residential rates as of July 1, 2026 for a 5/8-inch meter: the $16.25 monthly service fee plus Hampton's $1.15 fire protection service fee from the Waterworks rates table ($17.40 a month; the City of Chesapeake's FY 2027 comparison lists $17.35 for Hampton), then $4.01 per HCF for the first 2 HCF, $4.61 up to 25 HCF and $9.23 above. Starting use is the 5,000 gallons (6.684 CCF) a month used for every city in Chesapeake's FY 2027 Hampton Roads comparison, since Waterworks does not publish a typical use.
  • Sewer: Hampton's FY 2027 sewer maintenance fee ($2.52 per HCF) and sewer surcharge ($4.93 per HCF), both on the Waterworks bill, plus HRSD's July 1, 2026 treatment rate of $9.84 per 100 cubic feet, all added together per unit of water used. Hampton has no fixed monthly sewer charge.
  • Trash is Hampton's weekly solid waste user fee turned into a monthly figure (52 weeks / 12): $9.04 a week for a recycling household (the default) and $14.79 for a non-recycling household, from the FY 2027 recommended budget that City Council approved on May 13, 2026.
  • Property tax: the FY 2027 rate of $1.14 per $100 of assessed value on the value you enter, plus the residential stormwater fee ($13.83 a month, $165.96 a year) that is collected with the real estate tax bills. Hampton schools are funded through the city budget, so there is no separate school rate. A small Elizabeth Lake Estates service district pays an extra $0.10 per $100. The starting value is the average FY 2027 assessment of Hampton's residential properties, worked out as $13.03 billion divided by 46,356 properties (about $281,086); the city did not publish a median for FY 2027 (its FY 2025 median was $258,600), and the average includes condos and townhouses. Virginia has no general homestead exemption; relief for seniors, disabled owners and disabled veterans is in the tips. Personal property (car) tax is not included.
  • Electricity: Dominion Energy Virginia Schedule 1 as filed for usage from July 1, 2026, with every per-kWh rider in the Exhibit of Applicable Riders effective September 1, 2026 (fuel Rider A at 3.7648¢; C1A, C4A, CERC, DIST, E, GEN, SMR, SNA, T1, CCR, CE, OSW, RPS; RGGI and PIPP are 0¢), the 0.2901¢ deferred fuel cost charge and the state consumption tax of $0.001565 per kWh. Generation charges differ by season, so each block uses a weighted average of four summer months (June-September) and eight winter months. The monthly fixed charge adds Hampton's $3.00 maximum residential electric utility tax to the $7.58 basic customer charge (the tax reaches its cap above about 107 kWh). Starting use is 1,078 kWh a month (EIA 2020 survey average, as used in Chesapeake's Hampton Roads tax comparison).
  • Gas: Virginia Natural Gas Schedule 1 billing rate for October 2026 ($1.88126 per Ccf) plus the $0.16 per Ccf CARE charge, converted to therms at 1.037 therms per Ccf; the fixed charge adds the $3.89 monthly SAVE charge and Hampton's $2.40 maximum residential gas utility tax (reached above about 2.2 Ccf) to the $14.18 customer charge. VNG's billing rate changes monthly with gas costs. Starting use is 46 Ccf (about 47.7 therms) a month, the EIA-based figure in the same comparison. Insurance is the 2022 Virginia average HO-3 premium (NAIC).
  • Typical value $281,086 is modelled as the residential total assessed value divided by the residential property count.
  • Nothing here is legal, tax or insurance advice.
