Sewer is capped in the spring and summerLower sewer charges in watering months
Utility bills received from May through October reflect a seasonal sewer cap: the average of your monthly water use in the fall and winter months, multiplied by 1.25, is used for the sewer charge in the spring and summer months, so outdoor watering is not charged as sewer.
How: The dates your water use is measured for the cap are listed on the front of your bill.

How these numbers are made
- Property tax: the City of Lynchburg rate of $0.84 per $100 of assessed value, unchanged in the FY 2027 adopted budget. Lynchburg is an independent city, so there is no separate county or school district rate. The starting value is an average of about $207,116: the city's July 1, 2026 land book market value for single-family residential property ($5,749,546,000) divided by its 27,760 parcels (a class average, not a median; it may include vacant single-family lots). Virginia has no general homestead exemption; relief for seniors, disabled owners and disabled veterans is in the tips. Car (personal property) tax is not included.
- Water and sewer: Lynchburg Water Resources rates in place from July 1, 2026 ($3.62 per HCF of water, $8.65 per HCF of sewer, and the $7.69 monthly service charge for a 5/8-inch meter, adopted June 9, 2026). The starting use is 4.78 HCF a month, the FY 2025 average residential water use the FY 2027 budget states. The May to October sewer cap depends on each household's fall and winter use and is not modelled. The city's FY 2027 rate schedule lists no consumer utility tax on water.
- Stormwater: $5.40 a month for one single-family unit (fee factor 1.0, a detached house with 1,301 to 4,300 sq ft of impervious area); houses under 1,300 sq ft pay half ($2.70) and over 4,301 sq ft pay 1.6 times. Trash: $0 for one cart, because Ordinance O-26-051 waives the $10-a-month trash fee for a single container from July 1, 2026 to June 30, 2027; a second cart is still charged.
- Electricity: Appalachian Power Virginia Schedule R.S. as of September 24, 2026: the $7.96 basic service charge and the company's all-riders total of $0.16189 per kWh (its select-charges sheet, which excludes taxes), plus Lynchburg's residential consumer utility tax ($0.00460 per kWh up to 1,000 kWh, $0.00260 above) and Virginia's consumption tax ($0.001595 per kWh up to 2,500 kWh, $0.001085 above). Starting use is 1,032 kWh a month, EIA's 2024 average for Virginia homes.
- Gas: Columbia Gas of Virginia Schedule RS interim billing rate from October 12, 2026 ($33.00 a month plus $17.159 per dekatherm, $1.7159 per therm), subject to refund in the pending rate case. Not included: Lynchburg's consumer utility tax on gas (the budget shows the city collects one, but we could not find a downloadable source for its residential rate) and Virginia's gas consumption taxes (about $0.02 per CCF). Starting use is about 49.9 therms a month: EIA's 2024 Virginia residential gas deliveries per residential consumer. Insurance is the 2022 Virginia average HO-3 premium (NAIC).
