How these numbers are made
- Water: the FY2027 rate of $6.74 per CCF from the Norfolk Department of Utilities; there is no fixed monthly water charge, and no fee if no water is used. Starting use is 6 CCF a month, the usage in the city's own typical-bill example.
- Sewer: the $5.89 per CCF Norfolk wastewater collection fee plus the $9.84 per CCF Hampton Roads Sanitation District treatment fee, added per unit of water used. HRSD's $0.45 per day minimum is not modelled. The monthly stormwater fee ($15.12, the one-ERU minimum; the $0.504 daily per-ERU rate may be higher for large lots) is a flat monthly line on the same bill. Norfolk also bills a water tax on the same bill, based on the water charge; the city bill guide shows $5.62 in its 6 CCF typical bill, which is used here as a flat monthly line (it may differ at other usage).
- Trash: Norfolk's refuse fee of $402.12 a year per single-family dwelling, divided by 12 ($33.51 a month) and billed on the combined utility bill. The city's bill guide shows a daily rate of $1.102 ($33.06 for a 30-day month).
- Property tax: the FY2027 real estate rate of $1.23 per $100 of assessed value, applied to the value you enter. Norfolk schools are funded through the city, so there is no separate school rate. Virginia has no general homestead exemption; relief for seniors, disabled owners and disabled veterans is in the tips. The starting value is the FY2027 median assessed value ($378,400) from Chesapeake's Hampton Roads tax comparison. Personal property (car) tax is not included.
- Electricity: Dominion Energy Virginia Schedule 1 for usage from July 1, 2026, with every per-kWh rider effective September 1, 2026 and the state consumption tax, using a weighted average of four summer months and eight winter months for the generation charge. The fixed charge adds Norfolk's $3.75 maximum electric utility tax to the $7.58 basic customer charge. Starting use is 1,078 kWh a month (EIA 2020 survey average, as used in Chesapeake's Hampton Roads tax comparison).
- Gas: Virginia Natural Gas Schedule 1 October 2026 billing rate plus the CARE charge, converted to therms at 1.037 therms per Ccf; the fixed charge adds the $3.89 SAVE charge and Norfolk's $1.50 monthly gas utility tax to the $14.18 customer charge. VNG's rate changes monthly. Starting use is 46 Ccf (about 47.7 therms).
- The $378,400 starting value is the benchmark median assessed value in Chesapeake's comparison table row for Norfolk; it may be Chesapeake's median, so treat it as an approximation. The $5.62 water tax is the typical-bill figure for 6 CCF; the tax varies with the water charge.
