How these numbers are made
- Property tax: the City of Williamsburg real estate rate of $0.62 per $100 of assessed value, from the city finance page. Williamsburg is an independent city, so there is no separate county rate; school costs are paid out of the city rate. Car (personal property) tax is not included.
- The starting value is the Census median value of owner-occupied homes ($428,100, 2020-2024). It is a market value; we did not find an assessor median for single-family homes.
- Water: city in-city rate $7.37 per 1000 gallons effective 7/1/26, with a $14.74 residential minimum covering 2,000 gallons. The city bills residential water accounts quarterly; the page shows a monthly equivalent. The city's rate sheet does not say whether the minimum applies per month or per quarter; because it equals 2,000 gallons at the in-city rate, the monthly equivalent is the same at typical use. Sewer: HRSD bills directly, $9.84 per 100 cubic feet (about 748 gallons) on metered accounts (FY27 schedule), entered as $13.155 per 1,000 gallons ($9.84 / 0.748) to match the water unit; we assume all water is billed for sewer and ignore HRSD's $0.45 daily minimum.
- Electric: Dominion Energy Virginia Schedule 1 with riders and the state consumption tax, weighted over the year as in the other Virginia cities. Gas: Virginia Natural Gas Schedule 1, October 2026. The city's own utility taxes on electricity and gas and any stormwater fee were not found, so they are left out and the real bill is somewhat higher.
- Garbage: we found no residential garbage fee on the city water and sewer rate sheet or finance page, so none is counted; a General Fund budget line for garbage collection exists, so it may be paid through taxes. Insurance is the Virginia statewide average for 2022 (NAIC via Triple-I); a Williamsburg figure was not found.
