How these numbers are made
- Property tax: the $1.17 per $100 city rate for 2025 (the latest the city publishes) on the value you enter; the Census median market value is the start, not an assessed value. Virginia has no general homestead exemption. Personal property tax and any volunteer fire and rescue levy are not included.
- Water: Virginia American Water tariff in effect from November 20, 2025 ($18 minimum covers 2,000 gallons, then $0.9713 per 100 gallons). Interim rates requested in its 2025 rate case, planned from about May 1, 2026, are not in this tariff and are not included.
- Sewer: city Water Renewal 2026 residential table; monthly billing assumed. The over-2,200-gallon rate is a 4 summer / 8 other month average of $0.53 and $0.55 per 100 gallons, converted to per 1,000 gallons. The lower rate above 15,000 gallons is not modelled.
- Stormwater: $4 a month for one equivalent residential unit, from the city fee document dated May 2019; billed as a flat yearly figure here.
- Trash: not priced. The city assesses a base charge for solid waste with water service but the amount was not found; CVWMA hauls it.
- Electricity: Dominion Schedule 1 with all per-kWh riders, 4 summer / 8 winter months generation weighting (same method as Portsmouth). Hopewell gas utility and any local utility tax were not confirmed, so they are not included.
- Water rates are the tariff effective Nov 20, 2025; later interim rates are not modelled.
