How these numbers are made
  • Property tax: Isle of Wight County $0.81 per $100 plus Town of Smithfield $0.16 per $100 of assessed value, both stated on their rate pages; town residents pay both. County schools are funded through the county, so there is no separate school rate.
  • The starting value $374,900 is the Census-based median property value from Data USA (2024). It is a market value; assessed values may differ, and we found no assessor median. The county reassesses next effective July 1, 2027.
  • Water and sewer: the town page lists $6.75 per 1,000 gallons water, $3.74 per 1,000 gallons sewer collection, a $11.47 service fee and an $18.62 sewer compliance fee, billed bimonthly (we assume both fees are per bimonthly bill and halve them to monthly), plus HRSD treatment at $9.84 per CCF (FY 2027), converted at 0.748 CCF per 1,000 gallons. The town bill guide also lists a debt service fee (fluoride removal at the water plant) whose amount we could not find, so it is not included. The town page gives no effective date for these rates, and Smithfield Times coverage of the 2024-25 budget reports a water rate of $7 and a sewer rate of $3.99 per 1,000 gallons, so the town page figures may be out of date; we could not confirm any 2026-27 town rate. Fixed fees are also unconfirmed against the current budget.
  • Trash: $87.12 a year on the real estate tax bill, divided by 12.
  • Electricity: Dominion Energy Schedule 1 effective July 1, 2026 with riders and the state consumption tax, weighted for 4 summer and 8 other months, plus the town electric utility tax capped at $1.00. Parts of the area are served by Community Electric Cooperative. Gas is provided by Columbia Gas of Virginia, but its published rate sheet could not be read reliably, so gas is not priced. The Isle of Wight County stormwater management fee FAQ lists $41.04 a year ($20.52 on each half of the real estate tax bill) for developed residential property; it does not say whether parcels inside the towns pay it, so it is not included.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

3. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $2,259 a year, lower than 13 of the other 14 Virginia cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $2,259 a year for a typical house, lower than 13 of the other 14 Virginia cities we cover. Which parts of that can the city influence, and what would you do about them?"
