How these numbers are made
  • Property tax: the Michigan Treasury's 2025 Total Rates report, Garden City (code 822080), Garden City School District: 55.0874 mills with a Principal Residence Exemption and 73.0874 without (the 18-mill difference is the school operating levy). The City piece (24.1429 in 2025-26) is replaced with the adopted 2026-27 levy of 23.8980 mills (Ordinance A26-001), giving 54.8425 mills with the exemption; the other pieces remain 2025 and are not split out in the report.
  • Taxable value: Michigan taxes taxable value, capped each year until a sale. We start at half of the Census median value of owner-occupied homes ($168,800), about $84,400. Long-time owners usually have a lower taxable value; enter yours from your bill.
  • Water and sewer: the City's rates for usage periods beginning July 1, 2026: $7.324 water and $8.094 sewer per unit (748 gallons, treated as one ccf), plus annual fixed charges of $78.43 water and $78.43 sewer, shown per month (divided by 12), and a $20.03 a year Rouge Valley fixed charge. The City's 2026 billing schedule lists bills in several account sections; fixed charges are shown per month (divided by 12). We assume 9 ccf a month as a placeholder; the City does not publish a typical use.
  • Garbage: Priority Waste serves the City, and the City's 2026-27 tax levy includes 0.4662 mills for garbage and rubbish; no separate trash fee was found and none is counted. The garbage levy is inside the property tax total.
  • Electricity: MPSC Sept 1, 2026 comparison for DTE Electric, $10.00 plus 22.401 cents per kWh including surcharges. Gas: DTE Gas Rate A with the 2026 IRM, distribution and surcharges, and a 2026 gas cost recovery charge averaged over three months.
  • Insurance: 2022 NAIC statewide average premium for Michigan (HO-3), the latest year on the cited page; it is a statewide figure.
