How these numbers are made
  • Property tax: Beverly Hills homes get three bills: the Village tax in July and Southfield Township's summer and winter bills. We add the 2026 Village rate (13.4316 mills, which includes the rubbish millage that pays for trash pickup), the 2026 summer rates and the 2025 winter rates (the 2026 winter rates are set in December), for 38.8189 mills with a Principal Residence Exemption and 52.3826 mills without one. Birmingham Public Schools levies 18 operating mills on homes without the exemption; homes with it pay the district's smaller hold-harmless operating levy (2.1349 summer plus 2.3014 winter mills) instead, which is how the 13.5637-mill difference is modeled.
  • Taxable value: Michigan taxes the taxable value, which is capped at inflation or 5% a year and is usually well below half of market value for long-time owners; it resets to the state equalized value (half of true cash value) the year after a sale. We start at the average 2025 taxable value of a residential parcel in the Village ($192,130 = $785,813,500 over 4,090 parcels, which includes condominiums and vacant residential lots); 2026 values are a little higher. Enter your own taxable value from your bill.
  • Water and sewer: Village rates effective July 1, 2026, billed quarterly and divided by 3: water $57.63 ready-to-serve ($19.21 a month) plus $5.08 per unit; sewer $95.72 ready-to-serve plus $22.94 debt service ($39.55 a month) plus $10.17 per unit. A unit is taken as 100 cubic feet (1 CCF), the unit the Village's 2025 rate notice used. The Village publishes no typical household use, so the page starts at 9 CCF a month.
  • Electricity: the Michigan Public Service Commission's September 1, 2026 bill comparison for DTE Electric, which includes all surcharges: $10.00 a month with no use plus 22.401 cents per kWh (the step from $10.00 to $234.01 at 1,000 kWh), which reproduces its 500 and 2,000 kWh bills. Typical use is 610 kWh a month (EIA 2024: DTE Electric residential sales of 15,131,396 MWh over 2,067,758 customers).
  • Gas: Consumers Energy Rate A: $17.00 a month plus, per Mcf, the $5.7786 distribution charge, the average of the April to June 2026 gas cost recovery factors ($3.6837), the $0.4124 energy efficiency surcharge and the $0.1342 home products credit, converted to about $0.939 per therm (1 Mcf = 10 CCF; 1.037 therms per CCF). The gas cost factor changes monthly. Typical use is about 69 therms a month (EIA 2024 Michigan residential gas use per customer).
  • Insurance: the 2022 NAIC statewide average premium for Michigan (HO-3), until you enter your own. Not included: GLWA industrial waste control charges and any charges that apply only to individual parcels.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Beverly Hills's property tax rate is 5.24%, lower than 10 of the other 11 Michigan cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Beverly Hills is 5.24%, lower than 10 of the other 11 Michigan cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $1,573 a year, higher than 11 of the other 11 Michigan cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $1,573 a year, higher than 11 of the other 11 Michigan cities we cover. What drives that cost, and would you change anything?"
