How these numbers are made
  • Property tax: the City of Midland's 2026-27 adopted total city millage of 15.64 mills is used, with the 2025 rates for Midland County (10.2730), Midland Public Schools (2.9016), Delta College (2.0559), State Education (6), and the Midland County Educational Service Agency (3.1104). These total 39.4808 mills with the 2025 city rate of 15.1399; the state has not published 2026 rates yet. An owner without a Principal Residence Exemption pays another 17.5984 mills (the state's 57.0792 vs 39.4808).
  • Taxable value: we start at $123,400, half of the City's stated average home value of $246,800 (assessment is 50 percent of market). Taxable value on your bill is often lower for long-time owners because of Michigan's cap. The City also collects a state-authorized property tax administration fee, not modelled here.
  • Water and sewer: City rates effective 7-01-26, 5/8–3/4-inch meter, billed quarterly: water $50.79 a quarter ($16.93 a month) plus $2.86 per 1,000 gallons; sewer $67.80 a quarter ($22.60 a month) plus $3.77 per 1,000 gallons. For domestic customers, summer-quarter sewer use is based on the winter average; this is not modelled. Other townships served by the City pay surcharges.
  • Garbage: no separate fee; curbside refuse, recycling and yard waste are funded by the General Operations millage already in the city tax rate. The optional gray city bin is a one-time $80 purchase.
  • Electricity and gas: Michigan Public Service Commission September 1, 2026 comparisons for Consumers Energy ($9.50 plus 23.5 cents per kWh; gas $17.00 plus $0.94293 per Ccf, converted at 1.037 therms per Ccf). Typical use is the EIA Consumers/Michigan average, not a Midland figure. Insurance: 2022 NAIC statewide average. Midland has no city income tax.
