How these numbers are made
- Property tax: Mount Pleasant homes get a summer bill (City, Isabella County operating, State Education Tax, schools, RESD and library) and a winter bill (county special levies and Mid Michigan College). We add the 2026 City rate (16.25 mills) and the 2026 county operating rate (6.61 mills) to the 2025 rates for the other levies from the City's millage history, for 44.2435 mills with a Principal Residence Exemption and 62.2435 mills without one (Mt. Pleasant Public Schools levies 18 operating mills only on homes without the exemption).
- We add the City's 1% property tax administration fee on the non-city part of the tax as 0.2799 mills (1% of 27.9935 mills); homes without the exemption pay the fee on the 18 school operating mills too (about 0.18 mill more), which is left out. Charges that apply only to some parcels, such as the downtown Principal Shopping District levy, are not included.
- Taxable value: Michigan taxes the taxable value, which is capped at inflation or 5% a year and is usually well below half of market value for long-time owners; it resets to the state equalized value (half of true cash value) the year after a sale. We start at an estimated average residential taxable value of $75,284: the City's 2024 residential real taxable value ($313,354,016, ACFR) over 4,322 residential parcels (Isabella County's 2019 parcel count, the latest posted, which includes condominiums and vacant residential lots), about $72,500, grown 3.8% in line with the City's total taxable value from 2024 to 2025 ($559,774,891 to $581,257,079). Enter your own taxable value from your bill.
- Water and sewer: City 2026 rates, billed monthly: water $20.05 and sewer $16.37 flat charges for a 5/8-inch meter, plus $2.4242 (water) and $2.52 (sewer) per 1,000 gallons; the unit is the City budget's 'Rate Charged for 1,000 gallons'. The City publishes no typical household use, so the page starts at its default use. Stormwater is paid through the City's storm sewer millage, not a separate fee.
- Electricity: the Michigan Public Service Commission's September 1, 2026 bill comparison for Consumers Energy, which includes all surcharges: $9.50 a month with no use plus 23.5 cents per kWh (the step from $9.50 to $244.50 at 1,000 kWh), which reproduces its 500 and 2,000 kWh bills. It is a single-date snapshot, not a seasonal average. Typical use is 628 kWh a month (EIA 2024: Consumers Energy residential sales of 12,495,282 MWh over 1,657,843 customers).
- Gas: Mount Pleasant is in DTE Gas territory (Consumers Energy's gas territory list for Isabella County names no cities). DTE Gas Rate A: $14.50 a month plus the $2.26 2026 IRM surcharge, and per Ccf the $0.44732 distribution charge, the $0.03221 energy waste reduction surcharge, the average April to June 2026 gas cost recovery factor ($0.350) and the $0.050 GCR reservation charge, converted to about $0.848 per therm (1.037 therms per Ccf). A Sept 2026 rate order (U-21973) raised a typical bill by about $2.87 a month; not yet reflected. Typical use is about 69 therms a month (EIA Michigan residential average). Trash: Granger's posted prices for the cart plus the $3.25 recycling cart. Insurance: the 2022 NAIC statewide average premium for Michigan (HO-3), until you enter your own.
