How these numbers are made
- Property tax: Campbell County 2026 mill levies for the City of Gillette (district 150): 70.709 mills in total (county-wide levies 62.709: general county 10.450, hospital 3.000, cemetery 0.761, weed and pest 0.388, school district 25.000, county-wide school 6.000, state school foundation 12.000, BOCES 0.500, school recreation 1.000, Gillette College 3.610; plus city 8.000). Each mill rate is multiplied by Wyoming's 9.5% residential assessment ratio and applied to market value.
- The calculator subtracts the 25% homeowner exemption from market value, then applies the 9.5% ratio and the levies. The starting value is the Census median market value, not an assessor figure. Some annexed districts inside the city (for example Heritage Village, Fox Park, Crestview) carry extra district levies of 8.000 mills.
- Garbage: the city's $17.65 monthly residential solid waste rate; curbside recycling is optional at $11.00 a month and yard waste $9.60 a month April to November, and neither is included. Water: $11.47 fixed (city $3.97 plus regional $7.50) and $5.29 per 1,000 gallons, no included allowance.
- Sewer: customers on city water pay the $29.28 base charge for a 1-inch or smaller meter plus $4.54 per 1,000 gallons of average December-February water use; the page approximates that winter average with the monthly water use. The $70.14 flat rate is for homes not connected to city water (per the city budget).
- Electricity: the city-owned electric utility's residential rate, $27.58 a month and 9.928 cents per kWh. Gas: Black Hills Wyoming Gas customer charge plus the 0.5443 $/therm total rate; the gas cost part changes. The city budget says water, sewer, power and solid waste rates stay the same in FY27. Typical use is the EIA 2020 Wyoming household average (9,180 kWh and 898 ccf a year).

How Gillette compares
A typical Gillette house against the 9 Wyoming cities we cover, using the same default numbers as the total above.
| Per year | Gillette | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 0.67% | 0.69% | lower than 6 of the other 8 Wyoming cities we cover |
| Water | $565 | $565 | in the middle of 8 other Wyoming cities we cover |
| Sewer and utility-bill fees | $718 | $600 | higher than 6 of the other 8 Wyoming cities we cover |
| Trash | $212 | $317 | lower than 8 of the other 8 Wyoming cities we cover |
| Electricity and gas | $2,145 | $2,251 | lower than 8 of the other 8 Wyoming cities we cover |
| Home insurance | $1,958 | $1,958 | higher than 1 of the other 8 Wyoming cities we cover |
| Total | $6,931 | $7,128 | lower than 6 of the other 8 Wyoming cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
