How these numbers are made
- Property tax: Laramie County 2025 mill levies for Cheyenne School District 1 (70.54 mills: state school 12, school district 26, county school 6, city 8, conservation district 0.5, weed and pest 0.5, county general 17.54). Each mill rate is multiplied by Wyoming's 9.5% residential assessment ratio and applied to market value.
- The calculator subtracts the 25% homeowner exemption from market value, then applies the 9.5% ratio and the levies. The starting value is the Census median market value, not an assessor figure. Fire district and downtown district levies are not part of this tax area.
- Garbage: City of Cheyenne solid waste fee schedule effective July 1, 2026. Optional yard waste is $10.35 a month and is not included.
- Water and sewer: BOPU rates effective October 1, 2026 for a 5/8-inch or 3/4-inch meter; the page starts at 3,000 gallons a month, the typical use in BOPU's June 2026 rate announcement. Sewer is assumed to be billed on all water used; the BOPU page lists no cap or winter-average rule, but how sewer volume is metered was not confirmed. No stormwater or other flat fee was found.
- Electricity: Schedule R base delivery 0.07889 + base energy 0.03362 + riders = 0.14906 $/kWh, times 1.0143 for the 1.43% carbon capture surcharge; fixed charge also times 1.0143. Gas: customer charge plus the 0.5443 $/therm total rate; the gas cost part changes. Typical use is the EIA 2020 Wyoming household average (9,180 kWh and 898 ccf a year).
- Garbage cart sizes are keyed 95, 60 and 59 only so each cart pairing has its own price; the labels give the real pairings (95/95, 60/95, 60/60).
