How these numbers are made
- Property tax: Albany County 2026 levies for tax district 150, City of Laramie (73 mills: state school 12, county school 6, Albany County School District #1 30 including bond and recreation, city 8, county general 12, hospital 3, conservation and weed and pest 2). Each mill rate is multiplied by Wyoming's 9.5% residential assessment ratio and applied to market value.
- The calculator subtracts the 25% homeowner exemption, then applies the 9.5% ratio and the levies. The starting value is the Census median market value, not an assessor figure.
- Garbage: City of Laramie fee of $21.64 a month for one kitchen unit (collection $9.34 + dump $7.82 + recycling $4.48). Water and sewer: City rate schedule effective April 1, 2024 for a 3/4-inch meter; no newer schedule was found, so these rates may since have changed. Sewer is figured on the winter average, which the calculator approximates with the water use you enter.
- The surface water drainage fee is $1.67 per 500 square feet of impervious area; the page uses the city's own 5-unit example ($8.35 a month), so your fee depends on your lot (the 5 units are only an example). The city adopted an amended drainage ordinance in February 2026 that may cap billing units; that cap is not applied here. The mosquito control fee is $4.89 a month.
- Electricity: Rocky Mountain Power Schedule 2 combined price from the July 2026 Price Summary (base plus riders): $24.24 a month and 11.515 cents per kWh. Gas: customer charge plus the 0.5443 $/therm total rate; the gas cost part changes. Typical use is the EIA 2020 Wyoming household average (9,180 kWh and 898 ccf a year).
- Fire and other special district levies are not part of tax district 150.
- Homeowner's exemption modelled as 25% of the home's value (state page: 25% of taxable value, first $1M of fair market value).
