How these numbers are made
- Property tax: Tulsa County tax code T-1A (Tulsa city with Tulsa school district) totals 132.31 mills in the assessor's 2026 school district rate table, applied to assessed value at 11% of fair cash value, so the rate on market value is 1.455%. The homestead exemption ($1,000 of assessed value, about $9,091 of market value at 11%) is shown under tips, not in the total.
- Water: $4.80 per 1,000 gallons (city rates page, 2026) plus the $6.57 monthly meter charge for a 3/4-inch meter from the city's October 2024 rate book; the 2025 and 2026 rate books are images that cannot be read, so the current meter charge may be higher. Sewer: $11 per 1,000 gallons of water used plus the $11.52 monthly sewer meter charge (also from the October 2024 book); the cap on billed units is modelled at the citywide average of 5,000 gallons that the city uses for properties without a set cap, and your own cap may differ.
- Stormwater $14.65 and EMSAcare $5.45 are monthly flat charges on the city utility bill; trash is the 96-gallon once-a-week curbside price on the same bill. The refuse bill line rests on a Tulsa Flyer description of the city utility bill; the city's program-rates page gives the cart prices but does not say how they are billed.
- Electricity: the fixed $18.82 is the $17.00 base service charge plus the 8.95% interim adjustment and a $0.30 rider (not the bare $17.00 tariff charge); PSO Schedule RS energy rates weighted by season (5 on-peak months June-October, 7 off-peak) with the 8.95% interim adjustment and per-kWh riders, as in the Bartlesville record (same PSO tariff statewide); franchise fees and the tax change rider are not included, so the electric bill shown is slightly understated. Gas: Oklahoma Natural Gas Rate Choice B $47.57 service charge plus the 12-month average commodity cost; typical gas use was not sourced.
- Insurance is a commercial market average for Oklahoma (Insurify, October 2026), not an official statewide figure. It assumes $300,000 of dwelling coverage, more than the $205,300 starting home value, so it likely overstates the premium for a typical Tulsa home. Parts of Tulsa lie in other school districts (Broken Arrow, Bixby, Jenks, Union, Berryhill, Owasso) with higher total rates of 134.17 to 141.31 mills; no flat charges were found on a typical city house's tax bill.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
