How these numbers are made
  • Property tax: Washington County tax code 12 total 116.44 mills (2025 county millage sheet) applied to assessed value at 12% of market value (OTC equalization study, Washington County real property), so the rate on market value is 1.397%.
  • Water: $20.97 meter charge plus the inside-city volume rate plus the $2.63 per 1,000 gallons water capital fee, applied to all usage. The first 2,000 gallons carry no volume rate. Sewer: $18.30 flat plus $4.50 variable plus $4.50 capital fee per 1,000 gallons of water used, with no cap assumed. Street light and mosquito spray $1.70.
  • Electricity: PSO Schedule RS base energy rates weighted by months (5 on-peak June-October, 7 off-peak), raised by the 8.95% interim rate adjustment (temporary rates since July 1, 2026, subject to refund; final order not found), plus per-kWh riders: fuel 0.031872, transmission 0.002210, DSM 0.004345, GEAR 0.000552, winter storm 0.004666, renewable 0.011167, dispatchable 0.008940 and energy security 0.001203. Fixed = $17.00 base charge with the interim adjustment plus the $0.30 regulatory assessment. The 2.614% tax change rider, franchise fees and any rate-case changes are not included.
  • Gas: Rate Choice B $47.57 service charge, no delivery fee, plus the average of the last 12 monthly commodity costs of gas ($6.364 per Dth, shown per therm). Taxes and riders on the gas bill are not included, and typical gas use (the calculator default, about 31 therms a month) was not sourced and is an assumption.
  • Insurance is a commercial market average for Oklahoma (Insurify, October 2026), not an official statewide figure; sources vary widely. Special districts: none found on a typical city house.
  • Water: the calculator's default monthly use (9 ccf, about 6,700 gallons) is an assumption, not the city's stated typical use. The 12% assessment ratio is confirmed only by a secondary source.
  • Modelling: homestead $1,000 of assessed value / 12% assessment = $8,333.33 of market value (guide quoted is Tulsa County's; Washington County is 12% per the OTC 2022 stat book). Electric interim-rate, refund, franchise-fee remarks are in the electricity line above. Gas: Rate Choice B (50 Dth+/yr) plus the commodity cost of gas. Garbage and water are billed monthly on the city utility bill.
  • Homestead: $1,000 of assessed value = $8,333.33 of market value at 12%; shown under savings instead of the tax.homestead field.
