How these numbers are made
  • Property tax: 101.39 total mills (Lawton economic development site, undated) on assessed value at the county's 11.25% ratio, so 1.141% of market value; the county's own 2025/2026 millage sheet was not found.
  • Water: $25.00 base including the first 2,000 gallons, then $5.65 per 1,000 gallons (July 1, 2026 rates). Sewer: $17.00 base plus $4.00 per 1,000 gallons up to 12,000 gallons, first 2,000 gallons included.
  • Flat monthly lines on the same bill: drainage $2.30 and stormwater $1.25, Waurika $8.65, sewer rehab $2.75, state fee $0.63, capital outlay $8.05. Refuse $21.60.
  • Electricity: PSO Schedule RS as modelled for Bartlesville (same statewide tariff and riders, interim rate adjustment included). Natural gas is left out: the Lawton gas provider and tariff could not be sourced.
  • Insurance is a commercial Oklahoma average (Insurify), not an official figure. The 96-gallon cart size is an assumption; the city names only its 'polycart'. Franchise fees and the PSO tax change rider are not included.
  • Rates are the PSO tariff package and riders dated September 2026; they may change if interim rates are adjusted. The typical water use (5,000 gallons a month, converted to 6.68 kgal) is the city's own example of a typical residential customer. The homestead exemption of $1,000 assessed value is applied in the property tax total.
  • Electric fixed $18.82 = $17.00 base x (1+8.95% Residential SL 6 rider) + $0.30/account/month rider (PSO Riders Sept 2026).
  • Insurance premium is not scaled to the $142,100 home value used in the total. The $0.63 state fee is shown as a monthly line on the 2,000-gallon sample bill row.
  • The $0.63 'ST. FEE' column is the same on every row of the monthly bill table (1 to 50 kgal), so it is a flat per-account charge on each monthly bill; the same column showed $0.21 as 'STATE FEE' in the city's 2018 budget insert.
  • The $0.63 state fee on Lawton utility bills is left out: the rate table lists it but no official source states it is a flat monthly residential charge (about $8 a year).
  • Nothing here is legal, tax or insurance advice.
