How these numbers are made
- Property tax: Colorado taxes a home on its actual value times an assessment rate times the mill levy. For 2025 taxes (paid in 2026) the residential rate is 6.25% for local government and 7.05% for schools. We use the El Paso County Treasurer's 2025 levies for a Town of Monument home with no metropolitan district: El Paso County 6.857 mills, the EPC-Monument road and bridge share 0.165, Town of Monument 5.560, Pikes Peak Library District 2.938 and Tri-Lakes Monument Fire Protection District 18.400, all at 6.25%, and Lewis-Palmer School District 38 at 36.000 mills at 7.05%. That is about 0.466% of actual value, or roughly $2,966 on the $636,700 Census median.
- The Assessor's overlapping-entity report also lists an "EPC Road & Bridge Share" line (0.165 mills in 2024); the Treasurer's 2025 table shows it at 0, so it is not added. Most Monument homes are inside a metropolitan district whose levy is not included (El Paso County's 2025 certifications put about $201.2 million of the town's roughly $365.4 million assessed value in Triview Metropolitan District alone). On the $636,700 median, Triview's 20.5 mills add about $816 a year (636,700 x 6.25% x 20.5 / 1,000). Districts include Triview Metropolitan District (20.5 mills, plus 6.5 to 69.261 mills in Triview Nos. 2 to 4 in parts of it) and others such as Lake of the Rockies (63.830), Willow Springs Ranch (63.215) and Monument Junction (54.311 to 64.443). A few areas are in Academy School District 20 instead of Lewis-Palmer 38. Check your own tax bill. The senior and disabled-veteran exemptions are tips, not applied.
- Water: Town of Monument rates from September 1, 2026 for a 3/4-inch meter: $31.85 base plus the $3 monthly billing fee, then per 1,000 gallons $13.00 up to 3,000 gallons, $15.40 to 6,000, $16.50 to 12,000, $17.60 to 24,000 and $19.55 above (from the Town's bill calculator; its rate page rounds these to the cent per gallon). We start at 6,000 gallons a month (8 CCF), the Town's typical single-family use as reported in local news. Homes in the Triview Metropolitan District (mostly east of I-25) can switch to Triview's 2026 rates: $55.00 a month, then $10.50, $15.50, $23.00 and $34.50 per 1,000 gallons; some addresses near town are served by other districts such as Woodmoor Water and Sanitation.
- Sewer: Monument Sanitation District's flat $45.00 a month residential fee (west of I-25). Triview homes do not pay it; they pay Triview's wastewater charge instead ($67.00 a month plus $6.75 per 1,000 gallons of average November to February use, about $100.75 at 5,000 gallons, so about $55.75 a month more), which this page does not swap in automatically.
- Garbage: trash is arranged through an HOA or a private hauler; its cost is not included.
- Electricity and gas: Mountain View Electric Association's default Residential Demand Rate from October 1, 2026: $39.50 grid access plus $0.11269 per kWh, at MVEA's 2024 average residential use of 897 kWh a month (EIA). The $2.00 per kW demand charge depends on your single highest hour of use each month and is not included, so real bills run somewhat higher; a few nearby areas may be served by CORE Electric Cooperative (formerly IREA), which the Town also lists. Any franchise fee and sales tax are not included. Gas is Black Hills Energy's Base Rate Area 3 residential rate effective October 1, 2026 ($13.96 a month in customer charge and riders, $0.61614 per therm including the quarterly gas cost adjustment) at the 91 therms a month Black Hills gives for an average residential customer in this area.
