How these numbers are made
  • Property tax: Colorado taxes a home on its actual value times an assessment rate times the mill levy. For 2025 taxes (paid in 2026) we use Weld County tax district 0663, the district with the most residential parcels inside Evans in the City's August 2026 parcel data (about a third of them), which levies 93.378 mills: 45.763 local mills (Weld County 15.956, Northern Colorado Water 1.000, City of Evans 3.536, Evans Fire 15.500, Aims Junior College 6.313, High Plains Library 3.044, West Greeley Conservation 0.414) at 6.25%, and School District 6's 47.615 mills at 7.05%. On actual value that is about 0.622%, about $2,182 on the $351,000 Census median. The next most common district (0650) is the same without West Greeley Conservation's 0.414 mills.
  • Metropolitan districts: about one in nine residential parcels in Evans (many of them still lots being built on) are in a tax district that adds a Liberty Draw or Peakview metropolitan district levy of 48.984 to 60 mills for 2025; we leave it out because most homes do not pay it. A small number of Evans parcels are in the Gilcrest (RE-1) or Johnstown (RE-5J) school districts or the LaSalle fire district, with different totals. For 2026 taxes (billed in January 2027) Weld County's local-government rate is 6.8%; the 2026 levies are set in December, so we show 2025. The senior and disabled-veteran exemptions are listed as tips, not applied.
  • Water: City of Evans 2026 residential rates, a $26.12 monthly base service availability charge and $6.12, $7.65, $12.09 and $19.40 per 1,000 gallons for 1,000-4,000, 4,001-16,000, 16,001-22,000 and over 22,000 gallons a month. The City does not publish a typical household use, so the page starts at 9 CCF (about 6,700 gallons) a month.
  • Sewer and storm drainage: the City's $46.91 monthly residential wastewater base rate covers the first 4,000 gallons, and $6.18 per 1,000 gallons is added above that. The City sets that use from your winter water average; the calculator applies it to the monthly use you enter, so in summer months it can run high. We add the $22.01 monthly residential storm drainage charge. Trash is the required $15.75 WM charge for one 96-gallon cart; the optional recycling bundle ($21.20 in all) is not included.
  • Electricity and gas: Xcel's current Colorado rate summaries are not published as plain documents we can check, and most homes are on time-of-use pricing, so we use Public Service Co of Colorado's 2024 average residential price of 15.05 cents per kWh (including the monthly charge) at its average use of 600 kWh a month. Atmos Energy's gas price changes every quarter with its gas cost adjustment, so we use Colorado's 2025 average residential gas price of $11.17 per thousand cubic feet ($1.077 a therm) at the state's 2024 average use of 57.4 therms a month. The City's utility bill also lists Poudre Valley REA, which serves some areas instead of Xcel. Franchise fees and sales taxes on energy bills are not included.
  • Insurance: the Colorado Division of Insurance's 2026 county averages do not give a dollar figure for Weld County, so we use the Insurance Information Institute's 2022 Colorado average of $2,079.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

The fact: Sewer and flat utility-bill charges here come to about $1,030 a year, higher than 6 of the other 7 Colorado cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.
