How these numbers are made
- Property tax: Colorado taxes a home on its actual value times an assessment rate times the mill levy. For 2025 taxes (paid in 2026) the residential rate is 6.25% for local government and 7.05% for schools. We use Douglas County tax district 0215, a Town of Castle Rock area with no metropolitan district: Douglas County 19.774 mills, Town of Castle Rock 0.920, Douglas Public Library 3.519 and Cedar Hill Cemetery Association 0.104, all at 6.25%, and Douglas County School District RE-1 39.752 plus 5.776 debt service at 7.05%. That is 69.845 mills, about 0.473% of actual value, or roughly $3,088 on the $652,900 Census median. The Town runs its own fire department, so most town tax districts carry no fire district levy.
- Many Castle Rock neighborhoods, especially newer ones (The Meadows, Crystal Valley, Castlewood Ranch, Dawson Trails, Lanterns and others), are also inside a metropolitan district, whose levy (about 5 to 95 mills in the 2025 list) is not included; some areas also pay Castle Rock Fire Protection District (10.100 mills), the Downtown Development Authority or Cherry Creek Basin (0.450). Check your own tax district on your Notice of Valuation or tax bill. For 2026 taxes (billed in January 2027) the assessment rates change; the 2026 mill levies are set in December, so we show 2025. The senior and disabled-veteran exemptions are tips, not applied.
- Water: Castle Rock Water 2026 residential rates for a 5/8 by 3/4 inch meter: $11.49 water service plus $36.30 renewable water charge a month, $3.39 per 1,000 gallons up to your average winter monthly consumption (we use the Town's typical 5,000 gallons), $6.91 above that, and $10.31 above 40,000 gallons (the conservation surcharge, the same in both seasons). The $6.91 step is the irrigation-season Tier 2 rate and also the winter Tier 3 (excess) rate, so it is the same all year for use above your winter average. Tier 3 in irrigation season ($10.31) applies only to use over your account's water budget, which the typical use here (10,000 gallons) stays within, so it is not modelled. Your real Tier 1 and irrigation budget are set per account. We start at 10,000 gallons a month, the average of the Town's typical 5,000-gallon winter and 15,000-gallon summer use.
- Sewer: $8.65 a month plus $6.13 per 1,000 gallons of average winter use; we cap billed sewer at the 5,000-gallon typical winter use so summer watering does not raise it. The $8.79 monthly stormwater charge per single-family home is added from the same bill.
- Garbage: the Town of Castle Rock does not provide trash or recycling service; HOA or hauler costs are not included.
- Electricity and gas: CORE's residential rate has a demand charge based on your highest hour of use between 4 and 8 p.m., so we use the July 2026 CAMU survey cost for 700 kWh ($124.92): the $20.00 basic charge plus $0.1499 per kWh for everything else, with Castle Rock's 3% franchise charge on CORE bills added to both, at CORE's 2024 average residential use of 864 kWh a month (EIA). Gas is Black Hills Energy's Base Rate Area 3 residential rate effective October 1, 2026 ($13.96 a month in customer charge and riders, $0.61614 per therm including the quarterly gas cost adjustment) at the 91 therms a month Black Hills gives for an average residential customer in this area; any Castle Rock franchise fee on gas bills and sales taxes are not included.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
