How these numbers are made
  • Property tax: Arizona taxes an owner-occupied home (Class 3) on an assessed value of 10% of its Limited Property Value (LPV), at rates per $100 of that assessed value, so each rate here is Mohave County's adopted Fiscal Year 2027 rate (the tax year 2026 bills mailed this fall) divided by 1,000 and applied to LPV. We use the common city combination: Lake Havasu City, Lake Havasu Unified, the Western Arizona Vocational Education District and the countywide districts. Primary: county 1.8147, Mohave Community College 1.0438, city 0.6718 and Lake Havasu Unified 2.8501, less the state homeowner reduction of 1.42505 (A.R.S. 15-972 takes the lesser of half the FY 2027 unified qualifying tax rate, $1.5128, and half the district's primary rate, 2.8501 / 2); secondary: Lake Havasu Unified Class B bonds 0.2408, WAVE 0.0500, library 0.2148, flood control 0.5000, fire district assistance 0.1000 and T.V. district 0.0363. Total 6.09735 per $100 of assessed value, or 0.6097% of LPV.
  • The starting value is the average (not median) 2026 Limited Property Value of Class 3 (primary residences, including homes occupied by a qualifying family member or also rented to lodgers) parcels in the City of Lake Havasu City from the Arizona Department of Revenue abstract: $4,744,177,878 over 17,287 parcels = $274,436, which gives about $1,673 a year. Their full cash value averages $454,826, so LPV runs about 60% of full cash value here. The state reduction is capped at $600 a parcel, which only matters above about $421,000 of LPV. Parcels in the small Lake Havasu City improvement district (LHCID #2) or outside the city pay different rates.
  • Water: Lake Havasu City rates effective September 1, 2026: $12.45 a month for a 3/4-inch meter, no charge for the first 300 cubic feet, then $2.49 per 100 cubic feet to 1,500 cubic feet, $3.11 to 5,000 and $4.20 above (residential rates include irrigation). The city publishes no typical household use, so the page starts at 9 hundred cubic feet. Some homes near the city get water from EPCOR (Lake Havasu) or the Havasu Heights domestic water district instead. Sewer: a flat $55.24 a month for residential customers. Trash: Republic Services, $25.00 a month on the city bill. Taxes on the city utility bill are not included.
  • Electricity: UNS Electric's Basic residential plan (ERRES), from its Lake Havasu rate chart effective October 1, 2026. Per kWh: delivery 3.2991 cents for the first 400 kWh and 5.2368 cents above, plus base power supply 7.3258, PPFAC 0.4508, TCA 0.1474 and the tax adjustment credit of -0.01 cents; the LFCR (0.9298% + 0.4138%) is applied to those base charges and the $17.00 basic service charge, then the DSM (0.15) and RCS (0.0192) surcharges are added: 11.533 cents up to 400 kWh and 13.497 cents above. The REST surcharge (1.26 cents per kWh, capped at $8.27 a month) is counted at its cap, which applies above about 656 kWh, so the monthly fixed part is $17.00 x 1.013436 + $8.27 = $25.50. At 1,000 kWh this matches the chart's $152.61 pre-tax bill. Not included: the PPFAC credit of 2.0931 cents per kWh listed in UNS's PPFAC rider from May 1, 2026, and state sales tax and ACC/RUCO assessments. On electricity the only city charge is the 2.00% city franchise fee; the chart lists the city public utility tax and city sales tax at 0.00%. Typical use: 924 kWh a month, UNS Electric's 2024 residential average from EIA (1,055,159 MWh / 12 / 95,191 customers). The rates are the same all year.
  • Gas: UNS Gas Residential Gas Service from October 1, 2026, $11.96 a month plus $0.8292 per therm (the PGA gas cost part changes), Gas use starts at 0: most homes heat with electricity (84%, ACS 2024); about 1 in 10 uses UNS gas (10.5% heat with utility gas, 1.4% with propane), so gas users enter their own use. The 2% added to gas is Lake Havasu's 2.00% city relocation fee, listed in UNS Gas's taxes and assessments schedule; state sales tax and ACC/RUCO assessments on gas are not included. Insurance: Arizona's 2022 statewide average HO-3 premium (NAIC via Triple-I), not a Lake Havasu City figure.
