Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
Income at or below 200% of poverty: APS Energy Support Program25% or 60% off the APS bill
APS takes 60% off the monthly bill (up to $165) for households from 0% through 75.99% of the federal poverty guidelines, and 25% (up to $95) from 76% through 200%.
How: Enroll with APS in the Energy Support Program (rate rider E-3).
Income up to 250% of poverty: Southwest Gas LIRA30% off the per-therm rate
Southwest Gas's Low Income Ratepayer Assistance gives a discounted monthly basic service charge and a 30% reduction on the per-therm rate year-round.
How: Apply for LIRA with Southwest Gas.
Widowed, totally disabled or disabled veterans: personal exemptionUp to $4,873 off assessed value
A tax exemption of up to $4,873 reduces the assessed Limited Property Value. Income limits for 2026 are $39,865, or $47,826 with children under 18 or disabled children at home, excluding Social Security, military pensions and veterans' disability payments; the total assessed LPV limit is $36,454 (it does not apply to veterans). Veterans with a 100% service-connected disability can have their primary residence fully exempted.
How: File the Personal Exemption application with the Maricopa County Assessor by February 28, or by September 1 with an Exemption Deadline Waiver.
Seniors 65+: Senior Valuation Protection (senior freeze)
Owners 65 or older who have lived in the home at least two years can freeze its Limited Property Value for three years if income from all owners does not exceed $47,712 for one owner or $59,640 for two or more. It freezes the value, not the tax.
How: Apply to the Maricopa County Assessor by September 1 (online, by email to PE.SVP@maricopa.gov, or by mail).

How these numbers are made
- Property tax: Arizona taxes an owner-occupied home (Class 3) on an assessed value of 10% of its Limited Property Value (LPV), at rates per $100 of that assessed value, so each rate here is Maricopa County's 2026 rate divided by 1,000 and applied to LPV. We use tax area 111200 (Peoria Unified #11, City of Peoria; tax area 291200 has the same rates): 4.0789 primary, which is the county's approximate residential rate after the state homeowner rebate (the 5.5917 primary rate less 1.5128, taken off the school primary rate), plus 3.1612 secondary, or 7.2401 per $100 of assessed value (0.7240% of LPV).
- The starting value is the Maricopa County Assessor's 2026 median LPV for Peoria single-family homes and condos, $237,053 (median full cash value $400,600), which gives about $1,716 a year. Parts of Peoria are in the Deer Valley, Dysart or Nadaburg school districts (2026 combined residential rates of about 7.07 to 7.92 per $100 there, versus 7.24 here), a small part of the city is in Yavapai County, and many subdivisions also pay a Peoria Maintenance Improvement District (MID) rate that is not counted here. The state rebate is capped at $600 a parcel, which only matters above about $397,000 of LPV.
- Water: City of Peoria rates effective July 1, 2026 (the second step of the schedule adopted in June 2025): $22.75 a month for a 5/8 to 3/4-inch meter, then $1.64 per 1,000 gallons up to 4,000 gallons, $4.37 to 10,000, $6.21 to 20,000 and $6.88 above. Sewer: $12.12 base plus the $1.06 residential EPA charge = $13.18 a month, plus $2.64 per 1,000 gallons; Peoria bills that part on your December to March winter average, and we apply it to the water use you enter. Some homes inside city limits get water from EPCOR, Sunrise or Rose Valley instead; this page uses City of Peoria water.
- City utility bill flat items: (from the city's average residential bill table). Garbage from July 1, 2026: $28.00 a month for standard service (one trash and one recycle barrel; the council staff report rounded it to $27.98). Peoria's 3.3% city transaction privilege tax on utilities is added to electricity and gas; state and county taxes on utility bills and any city tax on the water bill are not included.
- Electricity: APS serves Peoria and SRP serves part of it; we use APS. APS's R-1 Fixed Energy Charge Plan has no time-of-use or seasonal charges, so it is a fair year-round figure; most APS customers are on time-of-use plans that can cost less. Large tier (homes averaging 1,000 kWh or more): $0.458 a day plus the $2.49 monthly renewable (REAC) charge = $16.42 a month, and 15.418 cents per kWh plus the power supply adjustment (0.4520 + 1.2457), transmission (0.5358), demand-side management (0.0754), LFCR (0.246) and court resolution (0.148) charges = 18.121 cents per kWh. Typical use: 1,000 kWh a month, APS's typical residential customer.
- Gas: Southwest Gas G-5 single-family residential, $10.70 a month plus $1.59037 per therm (statement effective September 1, 2026; the gas cost part changes monthly), at 24 therms a month, Southwest Gas's average residential customer. Insurance: Arizona's 2022 statewide average HO-3 premium (NAIC via Triple-I), not a Peoria-specific figure.
- Not included: the City's stormwater charge ($1.50 a month on an average residential bill).

| Per year | Peoria | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 0.72% | 0.75% | lower than 4 of the other 7 Arizona cities we cover |
| Water | $495 | $455 | higher than 6 of the other 7 Arizona cities we cover |
| Sewer and utility-bill fees | $371 | $442 | lower than 6 of the other 7 Arizona cities we cover |
| Trash | $336 | $333 | higher than 3 of the other 5 Arizona cities we cover |
| Electricity and gas | $3,056 | $2,828 | higher than 7 of the other 7 Arizona cities we cover |
| Home insurance | $1,018 | $1,018 | in the middle of 7 other Arizona cities we cover |
| Total | $6,992 | $7,008 | lower than 4 of the other 7 Arizona cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
