How these numbers are made
- Property tax: Arizona taxes an owner-occupied home on an assessed value of 10% of its Limited Property Value (LPV), at rates per $100 of assessed value, so each Pinal County rate here is divided by 1,000 and applied to LPV. We use tax area 2027 (City of Maricopa, Maricopa Unified #20), which holds about 20,900 of the city's owner-occupied homes in Pinal County parcel data: 11.9959 primary less the 1.5128 state homeowner rebate (the 'Red Rate', taken off the school primary rate) = 10.4831, plus 3.8925 secondary, or 14.3756 per $100 of assessed value (1.4376% of LPV). The rebate is capped at $600 a parcel, which only matters above about $397,000 of LPV.
- The starting value is the Arizona Department of Revenue's 2026 average LPV for the City of Maricopa's 21,000 class 03 primary-residence parcels, $169,854 (no median is published; Pinal County parcel data puts the median of owner-occupied homes in tax area 2027 near $172,000). That gives about $2,440 a year. Tax area 2027 bills also carry per-acre charges (Electrical District No. 3 general $1.8386, Maricopa-Stanfield Irrigation $26.00 and Pinal AMA groundwater replenishment $1.00 per acre), roughly $4 a year on a typical 0.14-acre lot, which are not counted. Other city tax areas differ: some lack the Maricopa Flood or ED3 levies, and a few add the Maricopa Consolidated Domestic Water Improvement District (3.3942).
- Water: Global Water – Santa Cruz Water Company, ACC Decision No. 78644 Phase 2 rates (effective January 1, 2023): $30.36 a month for a 5/8 x 3/4 or 3/4-inch meter, then $1.55, $2.53, $3.52, $4.50, $5.50 and $6.58 per 1,000 gallons in tiers ending at 1,000, 5,000, 10,000, 18,000 and 25,000 gallons. The tariff gives a 60% conservation rebate when use is below 6,000 gallons; we apply it to the commodity charges (this reproduces Global Water's stated $35.73 current bill for its median customer at 5,500 gallons). Because the rebate stops at 6,000 gallons, we spread that jump over the 6,000 to 7,000 gallon step (12.634 per 1,000 gallons there), so bills between 6,000 and 7,000 gallons are approximate; at or below 6,000 and at or above 7,000 gallons they match the tariff. Typical use is 5,500 gallons (7.35 CCF), Global Water's median residential customer.
- A settlement in Global Water's rate case (signed by ACC staff and RUCO, awaiting a Commission vote at the time of checking) would raise the median water bill to $38.41 from November 1, 2026 if approved (InMaricopa, Apr 29, 2026); the same settlement raises the wastewater Southwest Plant bill credit from $1.73 to $2.85, taking the typical sewer bill to about $67.22 (Palo Verde is withdrawing its wastewater case and plans to refile in 2027). This page still uses the current rates; the new water tier table was not found. Other Global Water surcharges and riders listed in its tariff (sustainable water, SIB, federal compliance and water supply fees) are not added; the tariff charges alone match the company's stated current median bill. A small part of the city (old Maricopa) is served by the Maricopa Consolidated Domestic Water Improvement District instead (system AZ0411036).
- Sewer: Global Water – Palo Verde Utilities Company's flat $70.07 monthly service charge for a 5/8 x 3/4 or 3/4-inch meter less the $1.73 Southwest Plant bill credit = $68.34, the same as Global Water's stated current median wastewater bill. Trash: the City of Maricopa does not run curbside collection; households (or HOAs) contract with private haulers such as WM or Waste Connections of Arizona, so no trash cost is counted and the total omits trash; some HOAs may bundle it (not checked).
- Electricity: Electrical District No. 3 Rate No. 01 Residential, standard overhead service (no seasonal or time-of-use pricing): $20.00 a month, 10.07 cents per kWh for the first 500 kWh and 11.77 cents above, each plus the 1.338-cent Purchased Power Cost Adjustor = 11.408 and 13.108 cents. Underground service pays 12.17 cents (13.508 with the PPCA) above 500 kWh; ED3's $0.29 Commitment to Community surcharge and its $30 minimum bill are not added. Typical use: 1,182 kWh a month, ED3's 2024 residential average (EIA). Gas: Southwest Gas G-5 at $10.70 a month plus $1.59037 per therm (statement effective September 1, 2026; the gas cost part changes monthly), at 24 therms, Southwest Gas's average Arizona residential customer. The City of Maricopa's 2.5% transaction privilege tax on utilities is added to electricity and gas; state and county sales taxes, any tax on water bills and the 2% Southwest Gas franchise payment to the city are not included. Insurance: Arizona's 2022 statewide average HO-3 premium (NAIC via Triple-I), not a Maricopa-specific figure.
- Pending settlement (not ACC-approved) would raise the Santa Cruz typical bill to about $38.41 and the sewer credit to $2.85 around Nov 2026; not applied here.
