How these numbers are made
- Property tax: Arizona taxes an owner-occupied home (Class 3) on an assessed value of 10% of its Limited Property Value (LPV), at rates per $100 of assessed value, so each rate here is Mohave County's adopted Fiscal Year 2027 rate (tax year 2026 bills mailed this fall) divided by 1,000 and applied to LPV. Bullhead City levies no city property tax. We use the common combination for the city: Bullhead City Elementary, Colorado River Union High School, the Bullhead City Fire District, the Bullhead City Pest Abatement District, WAVE and the countywide districts. School primary rates are reduced by the state homeowner reduction (the lesser of half the FY 2027 non-unified qualifying rate of 1.5128, or half the district's primary rate): elementary 1.5657 - 0.7564 and high school 1.5660 - 0.7564. Mohave Valley Elementary covers part of the city area, and street lighting improvement districts and flood control apply only to some parcels, so a bill can differ.
- The starting value is the average (not median) 2026 Limited Property Value of Class 3 parcels in the City of Bullhead City from the Arizona Department of Revenue abstract: $1,777,328,086 over 11,490 parcels = $154,685. Their full cash value averages about $237,000.
- Water: Bullhead City Utilities Mohave system (PWS AZ0408032): 2026 base charge $21.52 a month for a 3/4-inch meter from the city's rate page. Volume rates ($3.11 up to 3,000 gallons, $4.25 to 10,000 and $5.34 above, per 1,000 gallons) are the 2026 figures in the city's June 2025 rate study; the city page says the increase was approved but does not list the volume rates, so they are the study's figures. The page starts at the study's average residential use of 6,000 gallons a month. The city's page lists the same 2026 base charge for its North Mohave system; some homes are on EPCOR or another provider instead, so check your bill.
- Sewer: the $36.26 flat monthly residential base rate is the June 2025 'current' figure. The city approved a base-rate increase starting with the January 2026 bills but its page does not state the new sewer amount (the study proposed $39.16), so the sewer line may be about $3 a month low. Trash: Republic Services bills a monthly price the city does not publish, so trash is not counted.
- Electricity: UNS Electric Basic residential plan (ERRES) from its Bullhead rate chart effective October 1, 2026, the same charges as its Lake Havasu chart: 11.533 cents up to 400 kWh and 13.497 cents above after the riders, and a monthly fixed part of $25.50 ($17.00 basic charge raised by the 0.9298% and 0.4138% LFCR percentages to $17.23, plus the REST surcharge at its $8.27 cap). Typical use 924 kWh a month is UNS Electric's 2024 residential average from EIA. The 2% city franchise fee is added. Gas: UNS Gas GRRES, $11.96 a month plus $0.8292 per therm; many homes use propane or electric, so gas is not in the typical bill.
