How these numbers are made
  • Property tax: Arizona taxes a primary residence (Class 3, "Primary Residential Property") on an assessed value of 10% of its Limited Property Value (LPV), at rates per $100 of that assessed value, so each rate here is Coconino County's adopted rate divided by 1,000 and applied to LPV. The county labels these Fiscal Year 2027 rates; they are the rates on the tax bills mailed in fall 2026 (tax year 2026). We use the common city combination: City of Flagstaff, Flagstaff Unified #1, CAVIAT and the countywide districts. Primary: county 0.4780, Coconino Community College 0.6641, city 0.6207 and Flagstaff Unified 3.3797 less the state homeowner rebate of 1.5128 (half the FY 2027 unified qualifying tax rate of $3.0256, A.R.S. 15-972); secondary: city bonds 0.7600, Flagstaff Unified 1.1935, CAVIAT 0.0500, library 0.3156, flood control 0.5000, public health 0.2500 and fire district assistance 0.1000. Total 6.7988 per $100 of assessed value, or 0.67988% of LPV.
  • The starting value is the average (not median) 2026 Limited Property Value of Class 3 parcels (ADOR subclasses 03.01 Primary Residential Property, 03.02 Qualified Family Member of Primary Residence and 03.03 Primary Residence Also Leased or Rented to Lodgers) in the City of Flagstaff, from the Arizona Department of Revenue abstract: $4,115,718,742 over 11,240 parcels = $366,167, which gives about $2,489 a year. The LPV is usually well below market value (the county's sample home has a $649,000 market estimate and a $311,096 LPV), so enter your own LPV. The state homeowner rebate is capped at $600 a parcel, which only matters above about $397,000 of LPV. Parcels in a special district (fire district, domestic water improvement district) or outside the city pay different rates.
  • Water: City of Flagstaff rates effective January 1, 2026, inside city: $15.30 a month for a 3/4-inch meter, then per 1,000 gallons $4.59 up to 3,500 gallons, $4.94 to 6,200, $9.87 to 11,500 and $19.76 above, each plus the $1.21 energy rate and $0.53 WRIP fee ($6.33, $6.68, $11.61 and $21.50). Typical use is the city's average single-family bill volume of 4,000 gallons a month (5.35 units of 748 gallons), from its 2024 rate study presentation. Sewer: $11.76 a month plus $6.20 per 1,000 gallons; Flagstaff bills residential sewer volume on your winter (December to March) average, and we apply it to the water use you enter.
  • Garbage: $25.45 a month for 1 trash + 1 recycling pickup weekly. Stormwater: detached single-family homes are charged by tier, one tier per ERU (impervious surface divided by 1,500 square feet, up to 10 ERUs under Ordinance 2023-03), at $5.88 a month per ERU from January 1, 2026; the city's 2023 stormwater rate study says the average residential property has 3 ERUs, so we use 3 x $5.88 = $17.64 a month. Your ERUs depend on your roofs and paving. Not included: the city's Environmental Management Fee, set by Ordinance 2020-14 at $0.035 times the water, reclaimed water, sewer, stormwater, trash and recycling charges (about $4 a month at typical use; it rises with your water use and ERUs), voluntary glass recycling, and state and city taxes on the water bill.
  • Electricity: APS's R-1 Fixed Energy Charge Plan, which has no time-of-use or seasonal charges, so it is a fair year-round figure; most APS customers are on time-of-use plans that can cost less. Large tier (homes averaging 1,000 kWh or more): $0.458 a day plus the $2.49 monthly renewable (REAC) charge cap = $16.42 a month, and 15.418 cents per kWh plus the power supply adjustment (0.4520 + 1.2457), transmission (0.5358), demand-side management (0.0754), LFCR (0.246) and court resolution (0.148) charges = 18.121 cents per kWh. Typical use: 1,000 kWh a month, APS's typical residential customer across its service area (APS publishes no Flagstaff-specific figure).
  • Gas: UNS Gas Residential Gas Service from October 1, 2026, $11.96 a month plus $0.8292 per therm (the PGA gas cost part changes monthly), at 45 therms a month, UniSource's typical residential customer in its 2026 rate case notice. Flagstaff's 2.486% city transaction privilege tax on utilities is added to electricity and gas; state and county taxes and assessments on those bills are not included. Insurance: Arizona's 2022 statewide average HO-3 premium (NAIC via Triple-I), not a Flagstaff-specific figure.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Trash

The fact: Trash pickup here costs about $305 a year for the standard cart, lower than 4 of the other 5 Arizona cities we cover. Where trash is billed through the tax bill or a separate hauler, it is not counted here.

Ask: "Trash pickup here costs about $305 a year for the standard cart, lower than 4 of the other 5 Arizona cities we cover. What drives that cost, and would you change anything about the service or the price?"
