How these numbers are made
- Water $5.35 and sewer $8.51 (159% of water, total $13.86) per 100 cubic feet; typical use from the Water Board 70,000 gallons a year. No fixed charge is modelled.
- Electricity: Con Edison NYC SC 1 2025 average total of 33.8267 cents per kWh at 300 kWh (includes taxes grossed up, excludes customer charge); the 2025 table is the latest Con Edison published, so 2026 bills may differ.
- Utilities in the total are electricity, water and sewer only. Gas heating, insurance and borough-specific special districts are not included.
- Fixed charges: NYC Water Board sets a minimum of $0.49 per day for water (wastewater 159% of that); it applies only when usage is below it, so at typical use (about 94 ccf a year) the metered charge is higher and no fixed amount is added. Con Edison SC 1 basic service charge is $21.00 a month per rates.coned.com; the average-rate table excludes it so it is added as fixed.
- Water and sewer: NYC bills metered homes per 100 cubic feet at Water Board rates (FY2027: $5.35 water, $8.51 sewer at 159% of water). The $0.49-a-day minimum charge is modeled as a $14.90 monthly water minimum (and $23.70 sewer minimum) that covers the first 2.79 hundred cubic feet, so the bill is exact at any use. DEP's billing page gives $13.50 for combined water and sewer; we use the Water Board's $5.35 + $8.51 = $13.86.
- Property tax: NYC's Class 1 rate is 19.843% of assessed value, but assessment caps (6% a year, 20% over five years) mean most one-family homes are assessed well below 6% of market value, so a market-value estimate overstates the typical bill by about 40%. We use the Census average instead: median taxes paid ($6,547) over median home value ($777,600), 0.842%.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
