How these numbers are made
  • Property tax: Georgia taxes 40% of appraised value. The Norcross row of Gwinnett County's 2026 millage chart is 6.95 county, 1 recreation, 3.2 fire/EMS and 0.3 economic development mills (11.45) plus 18.7 school and 1.45 school bond mills (20.15); the City of Norcross adopted 6.249 mills for 2026 and bills them separately. Rates are entered as mills x 0.4 because they apply to 40% of value.
  • The starting value is the Census median value of owner-occupied housing units (market value). Gwinnett County's and the schools' floating homestead exemptions are not modeled, so homesteaded owners usually pay less. The City of Norcross standard homestead exemption ($9,000 of assessed value, $18,000 for owners over 62) is not modeled either.
  • Trash: the 2026-2027 City rate of $370.32 a year for owners under 62 is charged with property taxes and shown as $30.86 a month; it is not added to tax.fixed to avoid counting it twice. The cart size is not stated in the rate schedule.
  • Water and sewer use Gwinnett County Water Resources' January 2026 schedule for a 3/4-inch meter. The County has not published a typical household use, so the page starts at its default. The City's annual stormwater fee ($2.17 per 100 square feet of impervious area, per the City's FAQ) depends on the home and is not included.
  • Electricity: the City's Norcross Power rate schedule was not found online, so the model is fitted to the Georgia PSC residential rate survey (Norcross Power charges at 1,000 and 1,500 kWh): summer 2026 for four months and winter 2025 for eight (winter 2026 was not published), at EIA's 1,074 kWh Georgia average. Parts of Norcross are served by Georgia Power instead, depending on the service address. Natural gas (Gas South partnership, Atlanta Gas Light) is not modeled. Insurance is the 2022 Georgia average.
