How these numbers are made
  • Property tax uses the FY2027 estimated residential rate of $13.18 per $1,000 of assessed value in the council resolution; the final rate is set by the Tax Assessor. The assessor's page still shows only the FY2026 rate ($12.70), so the estimate may differ from the certified rate.
  • Water: Warwick Water Division 2025 price list, quarterly service charge $17.60 divided by 3 and the sum of the consumption, purchase, RI Drinking Water Protection Act and Water Supply Improvement rates per cubic foot, times 100 per CCF. The price list is a scanned image and does not state the per-cubic-foot unit; the unit is our reading (2018 rate was $3.630/HCF). Rates are as of Jan 2025; a later schedule was not found.
  • Sewer: Warwick Sewer Authority fee history for July 2024 (latest listed; the Narragansett Bay Commission July 2026 survey shows the same rate is current): $31.72 per quarter, plus $47.80 + $6.00 per 1000 cf of water, i.e. $5.38 per CCF; it matches the Narragansett Bay Commission 2026 survey figure of $521 for 73.2 HCF.
  • Electricity: A-16 line items effective April 1, 2026 summed (transmission, distribution, transition, energy efficiency, renewable, supply) with customer, LIHEAP and RE growth charges; the supply charge is the Apr-Sep rate and changes in October. Gas, insurance and water use data were not sourced.
  • Warwick Water Division serves about 88% of residents; Kent County Water Authority serves the rest. Gas utility charges (Rhode Island Energy) are not modeled.
  • Class 1 is read as residential and A-16 as the residential electric rate; the sources quoted do not say so. Warwick Sewer Authority bills a quarterly service charge per unit plus a consumption fee per 1000 cf, as in the fee history. Water bills are read as quarterly; KCWA (Apponaug/Cowesett/Toll Gate areas) was dropped since its $4.95 charge could not be tied to monthly accounts.
  • Rhode Island Energy is the electric utility serving Warwick (our reading; the filing is the company's statewide rate filing). The Warwick price list quoted for water is dated 2025 in our reading of the scanned image.
  • Warwick is assumed to be served by Rhode Island Energy; the A-16 tariff document does not name Warwick.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
