How these numbers are made
  • Property tax: the City of Summit's 2026 estimated rate breakdown per $100 of assessed value from its 2026 budget snapshot (school 2.28, school debt 0.168, county and open space 1.10, city 0.97, library 0.107; total 4.625), applied to the assessed value. Neither the Union County Board of Taxation's rates page nor the state's general tax rate table had a 2026 rate for Summit when checked (both stop at 2025, when Summit's rate was 4.471).
  • Typical home: the state's 2026 average residential assessment for Summit, $445,056. Summit assessments are about a third of market value (2025 assessed-to-true-value ratio 33.07%; last revaluation 1994), so assessed values look low next to sale prices. The state's 2025 effective tax rate for Summit, 1.475, means taxes come to about 1.5% of market value.
  • Water: New Jersey American Water's Short Hills system (PWS ID NJ0712001, from its 2025 water quality report) serves Summit; Rate Schedule A-1 (Summit is in Service Area 1), effective September 15, 2026: $24.00 a month for a 5/8-inch meter plus $11.4693 per 1,000 gallons ($10.3166 water charge plus purchased-water, lead-service-line and special-program surcharges).
  • Sewer: the 2026 City of Summit sewer user charge of $403.00 is billed once a year; we show it as $403.00 / 12 = $33.58 a month. We treat one house as one unit, which the resolution does not define. Garbage: we found no trash fee on any Summit bill or fee schedule (the city's Public Works collects trash), so it is $0 here.
  • Electricity: JCP&L Service Classification RS with default BGS supply, weighted 4 summer months (June to September) to 8 other months: $4.27 a month plus $0.193872 per kWh for the first 600 kWh and $0.216823 above 600 (October to May alone is $0.202288 for all kWh). Each rate adds distribution, transmission, BGS and the NGC, SBC, RRC, LRAM, CRC and ZEC riders (all including sales tax). It uses BGS, not the community energy program's $0.1446 Standard Option. Gas: PSE&G Rate Schedule RSG with BGSS supply: $10.00 a month plus $1.053354 per therm (distribution plus the SBC, margin adjustment, green programs, tax adjustment credit, conservation incentive and COVID-19 charges); the winter balancing charge is not included.
  • Insurance: New Jersey's 2022 average homeowners premium from NAIC data.
  • Typical use: 783 kWh a month (JCP&L's typical residential customer in a 2024 BPU notice) and 1,040 therms a year / 12 = 86.7 therms a month (PSE&G's typical gas heating customer in the September 2026 BPU order).
