Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • City sanitation: listed rate for ages over 65 and handicapped$10.50 a month

The city sanitation schedule lists a residential rate of $10.50 a month for over 65 and handicapped, against $21.00 regular.

  • Seniors, disabled veterans, surviving spouses: freeze your assessed valueValue frozen

A constitutional amendment freezes the assessed value of the homestead-exempted property of senior citizens, disabled veterans and certain surviving spouses. It does not freeze the millage rate.

How: File one signed application with the Rapides Parish Assessor.

  • 100% service-disabled veterans: extra $7,500 of assessed value exemptExtra $7,500 assessed value

The next $7,500 of assessed value on a homestead owned and occupied by a veteran with a 100% service-connected disability rating is exempt from ad valorem taxation.

How these numbers are made
  • Property tax: Louisiana assesses homes at 10% of market value, so each mill is 0.01% of market value. Rates are the Rapides Assessor's 2025 sheet: parish schools 26.57 mills, nine parish-wide levies totaling 39.52 mills, and the City of Alexandria 24.54 mills (90.63 mills together). Gravity drainage, special school bond districts, road and fire districts depend on ward and address; the Assessor sheet does not say which cover Alexandria addresses, so they are not included and bills may be higher.
  • The homestead exemption ($7,500 of assessed value, $75,000 of market value) applies to the parish levies and not to the city levy.
  • Water and sewer: the city rate schedule (PDF dated October 2024; it says its last agreed increase took effect March 1, 2018) for inside city limits, with the infrastructure renewal assessment added per Ccf. The second water tier is applied above 20 Ccf; the schedule lists a tier for the next 6,000 cubic feet and does not state a higher tier.
  • Electricity and gas: electricity uses the all-in 2024 EIA average residential price for the City of Alexandria electric system (the city's fuel adjustment is not published; the average is a price per kWh with the customer charge folded in). Gas uses the city's residential tariff (customer charge, volume tiers and renewal assessment, per 10 therms per Mcf) plus a modelled purchased-gas adjustment of 1.075 times the 2025 Louisiana EIA citygate price; the city's actual current gas cost and annual adjustment are not published, so the gas bill is an estimate.
  • Garbage: the $21.00 regular monthly sanitation rate; the schedule does not state cart size or what is collected.
  • Insurance: the latest NAIC figure available to us is for 2022, and Louisiana premiums have risen since, so this figure is likely understated.
  • Gas first tier read as 20,000 cu. ft. (tariff prints 20,0000; second tier is 30,000).
  • Nothing here is legal, tax or insurance advice.
