Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
Seniors 65+ with income under $100,000: freeze your assessed valueValue frozen
The senior freeze locks the assessed value of the homestead of owners 65 and older with less than $100,000 in adjusted gross income. It is lost if the property is transferred or improvements exceed 25% of the property's value.
How: File the senior freeze form with the Caddo Parish Assessor (501 Texas Street, Room 102) and bring proof of last year's income.
Homeowners with a disability: yearly assessment freezeValue frozen
Owners who are 100% disabled for Social Security, or veterans with a 50% service-related disability, with less than $100,000 in adjusted gross income can have the homestead's assessed value frozen. This freeze must be applied for each year.
How: File the special form in person at the Caddo Parish Assessor's office each year.
Low-income households: 10% off water and sewer (SWAP)10% credit
Eligible residential customers get a 10% credit on the customer and usage charges of their water and sewer bills. People receiving SNAP or LaMoms benefits or enrolled in Medicaid qualify, as do households with income up to 133% of the federal poverty guideline.
How: Apply through the United Way of Northwest Louisiana at unitedwaynwla.org/swap; re-apply once a year.
Ask for a leak adjustment after a high water bill
After a repaired plumbing leak, residential excess usage (above your previous three-month average) can be re-billed at the Tier 1 water rate, once every twelve months.
How: Request it within 30 days of the billing date with proof of the repair, such as a plumber's bill.
Bulky item pickup on request
Residential customers can request collection of furniture, appliances, tires and limbs, one pile per request no larger than 15 ft by 6 ft by 6 ft.
How: Call Public Works at 318-673-6300 or use Report A Concern online.

Other LA cities
How these numbers are made
- Property tax: Louisiana assesses land and homes at 10% of fair market value, and a mill is 1/10 of 1 percent of assessed value, so each mill costs 0.01% of market value. A home in Shreveport outside the Downtown Development District pays the 2025 Caddo Parish rates of 156.50 mills: 128.18 mills of parish-wide taxes (school 72.59, sheriff 13.59, parish government and other districts 41.99) plus 28.318 mills for the City of Shreveport. Downtown homes add 9.04 mills for the Downtown Development District, which is not included. 2026 rates are not published yet.
- Homestead exemption: $75,000 of market value ($7,500 assessed) comes off the parish-wide taxes only; Louisiana's constitution and the Caddo Sheriff state it does not apply to city taxes. On the $178,900 Census median that is about $1,332 of parish tax and $507 of city tax, about $1,838 in all.
- Water and sewer: City of Shreveport inside-city rates from Ordinances 14 and 15 of 2024 (bills from April 1, 2024): water $10.40 a month for a 5/8-inch meter plus $1.47, $2.93, $4.39 and $4.97 per 1,000 gallons by tier; sewer $10.93 a month plus $10.93 per 1,000 gallons. We bill sewer on all water use; real residential sewer bills use the lower of the winter average or current use, so summer sewer bills can be lower. The $1.00 state safe drinking water fee and $0.50 security fee on the bill are added as monthly fees. The 2% blight surcharge proposed for 2026 was withdrawn.
- Garbage: the City's $7 monthly Garbage Fee on the water bill for one 96-gallon cart.
- Electricity: SWEPCO's Louisiana residential rate (Residential Service schedule) is a $7.43 customer charge plus seasonal energy charges, adjusted by fuel, formula-rate-plan (+16.7858% of base revenue from August 2026), storm-cost, energy-efficiency and other riders whose current fuel factor is not published as a figure. We therefore use EIA's 2024 average residential price for SWEPCO in Louisiana, 13.46 cents per kWh (revenue divided by sales, which covers the customer charge and riders), on all use, and SWEPCO Louisiana's 2024 average residential use of 1,079 kWh a month. SWEPCO's formula rate plan raised base-rate charges by 16.7858% from August 2026, so the 2024 average may understate current electricity costs. Taxes or franchise fees on the bill are not included.
- Gas: Delta North Louisiana Gas Company's residential tariff is a $10.00 monthly charge plus $0.59070 per Ccf plus the gas supply rate, which is not published as a figure, so gas is priced at Louisiana's 2025 average residential price from EIA, $17.39 per thousand cubic feet ($1.677 per therm), a total price with no separate monthly charge on top. Typical use is Louisiana's 2024 residential average, 29.5 therms a month. Insurance is Louisiana's 2022 statewide average premium (NAIC); inland Shreveport premiums can differ.
