Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Owner-occupants: keep the 3% tax cap3% cap instead of up to 8%

Nevada caps the yearly increase in the tax bill of an owner's primary residence at 3%; homes that are not owner occupied get a cap of up to 8%. Any recorded ownership document removes the owner-occupied 3% abatement; if the document number on the Assessor's records is updated, you need to complete a new postcard to keep the 3% abatement for the next year.

How: If you receive the Assessor's postcard, sign it and return it as soon as possible to keep the 3% cap. Questions: (702) 455-3882.

  • Veterans: veteran's exemption$3,640 off assessed value

Eligible veterans get $3,640 off assessed value; veterans with a permanent service-connected disability of at least 60% get $18,200 (60-79%), $27,300 (80-99%) or $36,400 (100%).

How: Apply with the Clark County Assessor: a Nevada driver's license or ID and a copy of your DD214, honorable discharge paper or separation documents; disabled veterans also provide documentation of the disability percentage from the Veteran's Administration or the Armed Forces. To use it on your home's tax bill, apply it to real property by June 15 before the fiscal year starts.

  • Surviving spouses and blind residents: exemptions$1,820 to $5,460 off assessed value

The Clark County Assessor lists exemptions of $1,820 off assessed value for a surviving spouse and $5,460 for a blind person; its table also lists $7,280 for Surviving Spouse & Blind.

How: Apply with the Clark County Assessor with a Nevada driver's license or ID, plus a copy of your spouse's death certificate (surviving spouse) or a licensed physician's certificate (blind exemption).

  • Virgin Valley Water District smart irrigation timer rebateUp to $50 rebate

The District's one financial incentive is a rebate for replacing an irrigation timer with a smart timer, paid by check for up to $50 based on the cost of the new timer.

How: Send the District photos of the old timer and the new timer and the purchase receipt.

  • WaterSmart leak alerts from Virgin Valley Water DistrictLeak alerts by email

Virgin Valley Water District uses the email addresses in its billing system so WaterSmart can notify customers of continuous water use above 20 gallons per hour for at least 24 hours at a property. The District will not forgive any portion of a water bill due to leaks.

How: For questions about your account, contact Virgin Valley Water District customer service: customerservice@vvwdnv.com or 702-346-5731.

How these numbers are made
  • Property tax: Nevada taxes 35% of a home's taxable value, at a combined 2026-27 rate in Mesquite of 2.7737 per $100 of assessed value (State 0.17, Clark County School District 1.3034, Clark County 0.6541, City of Mesquite 0.552, Las Vegas-Clark County Library District 0.0942; tax districts 901 to 903, from the Department of Taxation's Redbook). That is 0.971% of taxable value before the cap.
  • Nevada's abatement caps the yearly increase in an owner-occupied home's tax bill at 3% (up to 8% for other homes), so long-held homes pay less than rate × value. Because of that, and because taxable value is usually below market value, we start from the Census ACS 2020-2024 median real estate taxes paid in Mesquite ($2,278) divided by the median value of owner-occupied homes ($388,600): 0.586% of market value. Homes in the Anthem and Canyon Crest special improvement districts also pay semi-annual SID assessments (billed separately through Assessment Management Group); we found no published typical amount, so they are not included. Many Mesquite homes are in homeowners' associations (including 55+ communities); HOA dues are not included. Mesquite's owners are mostly retirees: in the Census, 5,585 of 8,156 owner households have a householder 65 or older.
  • Water: Virgin Valley Water District FY 2027 rates (July 1, 2026 to June 30, 2027) for a ¾-inch meter: $31.45 base plus the $5.30 debt service surcharge ($36.75 a month) with the first 2,000 gallons included, then $2.51 per 1,000 gallons to 6,000, $3.15 to 18,000, $4.38 to 54,000 and $6.29 above. The surcharge is scheduled to drop to $4.30 with billing on February 1, 2028. Typical use: the District's 2026 residential (¾-inch meter) figure of 117 gallons per person per day × 2.18 people per owner household (Census) × 30 days ≈ 7,650 gallons (10.2 hundred cubic feet) a month; the District bills to the nearest thousand gallons.
  • Sewer: the City of Mesquite's Resolution 950 schedule effective January 1, 2025 ($179.94 a year, $15.00 a month), the last step of the 2019-2025 schedule; we found no later sewer rate resolution in the City Council agendas through October 2026. Garbage: Resolution R22-017 rates from July 1, 2026, $12.90 residential service plus $1.25 container rental a month for one 90-gallon container. The fuel surcharge (a percentage that follows diesel prices each quarter) is not included; in FY 2025 it brought in about $70,000 citywide. Garbage and sewer come on the same City sanitation bill.
  • Electricity: Overton Power District No. 5 Residential Rate 1, effective January 1, 2026: a $36.40 base charge (we count it once per monthly bill) plus 9.01 cents per kWh for the first 500 kWh, 11.01 cents for the next 1,500 and 12.09 cents above 2,000; no seasonal rates. Typical use is 1,234 kWh a month: the district's 2024 residential sales (230,182 MWh) over 15,545 residential customers (EIA); the district also serves Moapa Valley and Bunkerville, so this is a district-wide average. Any taxes or fees added on the bill are not included.
  • Gas: not included, because 93% of Mesquite homes heat with electricity (Census: 9,300 of 10,016 occupied homes; 529 use utility gas and 80 bottled or tank gas). Southwest Gas serves parts of the city at its Southern Nevada rates. Insurance: Nevada's 2022 statewide average HO-3 premium (NAIC via Triple-I), not a Mesquite figure.
