Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
Seniors 65+ or disabled, low income: homestead exclusion$25,000 or 50% off home value
Owners at least 65 or totally and permanently disabled, with previous-year income no more than $38,800 (2026 limit), can exclude the greater of the first $25,000 or 50% of the appraised value of their permanent residence.
How: File Form AV-9 with the county tax assessor by June 1.
Disabled veterans: $45,000 exclusionUp to $45,000 off value
A veteran with a total and permanent service-connected disability, or an unremarried surviving spouse, can exclude up to the first $45,000 of the appraised value of the permanent residence. There is no age or income limit.
How: Have a Veterans Service Officer complete Form NCDVA-9, then file it with the county tax assessor.
Seniors 65+ or disabled: circuit breaker tax defermentTax limited to 4% or 5% of income
Owners at least 65 or totally and permanently disabled can have their taxes limited to 4% of income (income up to $38,800) or 5% (up to $58,200), for the 2026 tax year. Taxes over the limit are deferred and remain a lien; the last three years become due with interest on a disqualifying event: death of the owner, transfer of the property, or the home no longer being the owner's permanent residence.
How: File a new Form AV-9 with the county tax assessor every year.

How these numbers are made
- Asheville bills water, sewer (for MSD), stormwater and solid waste together on one City of Asheville utility bill every other month; we show monthly figures.
- Water: City of Asheville single-family rate of $6.02 per CCF (bills issued on or after September 1, 2026) and the $15.41 bimonthly base fee for a 5/8-inch meter, halved to $7.705 a month.
- Sewer: MSD's FY2027 rates (from July 1, 2026): $6.21 per CCF inside the district, the $9.58 base meter/maintenance charge for a 5/8-inch meter taken as a monthly charge (MSD's rate schedule does not print the period), and the $3.09 per-bill billing fee halved because bills come every other month.
- Stormwater uses Tier 2 ($7.76 a month, 2,001 to 4,000 sq ft of impervious surface), the tier that holds the city's 2,442 sq ft equivalent residential unit; your tier depends on your property. Garbage is the $20.00 monthly solid waste fee for one 95-gallon cart.
- Property tax: the amended 2026 rates, Buncombe County 61.54 cents, City of Asheville 50.78 cents and the Asheville City Schools supplemental tax 11.75 cents per $100, on the 2021 values, starting at $304,400, the Buncombe County median 2021 value of Asheville's improved single-family parcels. Homes in parts of the city outside the Asheville City Schools district do not pay the 11.75 cents; downtown properties also pay the 8.77-cent business improvement district rate, which is not included. North Carolina has no general homestead exemption.
- Electricity: Duke Energy Progress Schedule RES as of September 1, 2026, with the 3.144-cent rider total and both storm securitization charges per kWh and the $1.81 CEPS charge in the fixed charge; above 800 kWh, a weighted average of five summer and seven winter months; starting use is Duke Energy Progress's 2024 NC residential average from EIA (about 1,006 kWh). Gas: Enbridge Gas North Carolina Rate 101 from October 1, 2026, the average of winter and summer per-therm charges plus the $12.00 facilities charge, at the 2024 NC residential average (about 41 therms). Sales tax is not included. Insurance is the 2022 North Carolina average HO-3 premium (NAIC).

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
Questions to ask your candidates

The fact: Trash pickup here costs about $240 a year for the standard cart, lower than 213 of the other 249 cities we cover nationwide. Where trash is billed through the tax bill or a separate hauler, it is not counted here.
Ask: "Trash pickup here costs about $240 a year for the standard cart, lower than 213 of the other 249 cities we cover nationwide. What drives that cost, and would you change anything about the service or the price?"
