Is Palm Coast in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$88MOut of $534M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Palm Coast · Sep 23, 2026
Savings grew, FY2025 (audited)+$2MGeneral fund revenue $62.7M, spending $58.5M. Took in $4.3 million more than it spent. Fund balance rose $2.0 million after $3.6 million in transfers out (including to the fire impact fee fund for a new station) and $1.3 million in transfers in. City of Palm Coast · Mar 9, 2026

Savings against the city's own target

Unassigned general fund balance: $24M (2025-09-30). The city's own target: Keep adjusted unassigned general fund balance between 10% and 20% of next year's budgeted spending. Amounts over 20% may go to the disaster reserve or capital projects. A separate disaster reserve ($5.0 million at Sept. 30, 2025) is held on top of this. City of Palm Coast · Mar 9, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Questions to ask your council

  1. Law enforcement through the Flagler County Sheriff's contract costs $12.5 million in FY2027. How is the contract's price set each year?
  2. Council pay rises with staff cost-of-living raises under a 2022 ordinance, but no current document states the amounts. Will the budget list each member's pay?
