How these numbers are made
- Tax uses the owner-occupied rates (mills per $1,000) for the City of Yankton district from the SD Dept of Revenue PT-74: county 2.896+0.031+0.050, city 2.571+0.779, school 2.518+0.322+2.530+1.462, James River Water 0.056 = 13.215 mills, applied to 85% of the Census median home value ($222,700 x 0.85 = $189,295), because South Dakota taxes 85% of full market value; it is not an actual assessed value.
- Water: city surcharge for a 5/8 & 3/4 inch meter plus $6.68 per thousand gallons. Sewer: $36.46 plus $7.21 per thousand gallons of winter-average use. Trash: Class I residential $27.58 per month before tax.
- Electricity is NorthWestern Rate 10 from the August 1, 2026 tariff summary: base + transmission + ad valorem + phase-in rider + fuel (EFPPA); typical use is EIA 2024 NorthWestern SD residential sales divided by customers and 12 months. The 902.6 kWh is a statewide NorthWestern SD average, not Yankton-specific.
- Not in the total: home insurance. Trash includes 6.2% sales tax (SD 4.2% + Yankton 2.0%, SD DOR municipal tax chart). Gas uses MidAmerican's published 2026 typical residential bill ($46.54 at about 51 therms), averaged per therm. The city approved 3% increases to wastewater and garbage taking effect in 2027; MidAmerican has requested a delivery increase from February 2027.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
