Is Laguna Beach in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$101MOut of $170M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Laguna Beach · Jun 23, 2026
Savings shrank, FY2024-25 (audited)−$2.3MGeneral fund revenue $121M, spending $122M. City of Laguna Beach · Mar 30, 2026

Savings

Unassigned general fund balance: $-16,251 (2025-06-30). That means every dollar the general fund has saved is set aside in a named reserve or category, not that it has no savings. City of Laguna Beach · Mar 30, 2026

Pension promises not yet funded$83.5MCalPERS data for the city's four pension plans at June 30, 2025: Miscellaneous $29.5M unfunded (82.3% funded), Safety Police $28.5M (75.6% funded), Safety Fire $22.9M (75.8% funded) and Safety Other $2.5M (81.6% funded). (2025-06-30). CalPERS
Debt owed$24.7M2025-06-30. City of Laguna Beach · Mar 30, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Your property tax bill: who gets it

Almost all of the bill is the 1% base levy, which the county splits among the county, the city, schools and other agencies. The rest pays Laguna Beach Unified school bonds and the Metropolitan Water District. The county's rate book does not show the city's slice of the 1% levy.

What Laguna Beach publishes

What a resident can find online today. A "no" is something you can ask the council to publish.

Questions to ask your council

  1. The FY2026-27 general fund is balanced with a $2.3 million transfer from the capital improvement fund. How will capital projects such as fire station replacements be paid for if these transfers continue?
  2. The city's four CalPERS plans were $83.5 million short of full funding at June 30, 2025, and the budget says pension costs peak through about 2028-29. Which spending or revenue changes will cover the higher payments?
  3. An August 2024 amendment to the city manager's contract added a home loan from the city. How is that loan reported to the council each year?

The fiscal year starts July 1. The council set its priorities at a strategy session on January 30, 2026, staff presented the proposed budget at a public workshop on May 12, 2026, a budget town hall followed on June 16, and the council adopted the FY2026-27 budget on June 23, 2026 by a 5/0 vote.
