Who runs Dixon

A city manager appointed by the council runs the city day to day and appoints department heads, with council ratification. The council has five members: a mayor elected at large and four members elected by district to four-year terms. It passes ordinances, adopts the budget and also appoints the city attorney. Voters also elect a city treasurer and a city clerk.

Is Dixon in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$36.9MOut of $65.1M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Dixon · Jun 2, 2026
Savings grew, FY2025 (audited)+$1.5MGeneral fund revenue $34.5M, spending $33.5M. Took in $923K more than it spent; with $539K of net transfers in, the general fund balance rose $1.46M to $28.2M. City of Dixon · Dec 17, 2025

Savings against the city's own target

Unassigned general fund balance: $22M (2025-06-30). The city's own target: The council's policy sets a general fund operating reserve of at least 25%. City of Dixon · Dec 17, 2025

Pension promises not yet funded$28.3MThe city's share of the CalPERS net pension liability, measured June 30, 2024, as reported in the FY2025 audit. $24.2M is in governmental activities and $4.1M in business-type activities. (2025-06-30). City of Dixon · Dec 17, 2025
Debt owed$19.3MState revolving loan for the sewer project $18.3M (business-type) and a solar panel loan $1.0M (governmental). 2025-06-30. City of Dixon · Dec 17, 2025

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.
