Is Suffolk in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$357MOut of $956M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Suffolk · Jul 1, 2026
Savings grew, FY2025 (audited)+$39.4MGeneral fund revenue $346M, spending $260M. Took in $85.5M more than it spent, including $74.3M for schools. After $56.8M of transfers out to other funds and $10.2M of transfers in, general fund balance rose $39.4M. City of Suffolk · Dec 15, 2025

The city's own outlook

The FY2026-27 general fund is balanced at $356.7 million with no gap. It lowers the real estate tax rate from $1.07 to $1.06 per $100 and uses $5 million of assigned fund balance for one-time capital costs. The budget says a five-year projection was prepared, but does not print it. City of Suffolk · Jul 1, 2026

Savings against the city's own target

Unassigned general fund balance: $124M (2025-06-30). The city's own target: Keep unassigned general fund balance at 20% of the next year's budgeted governmental funds spending (as the city defines it), with any surplus going to a budget stabilization fund up to 2.5% and then a capital reserve. The city says it met the 20% target on June 30, 2025. City of Suffolk · Dec 15, 2025

Pension promises not yet funded$45.9M(2024-06-30). City of Suffolk · Dec 15, 2025
Debt owed$619M2025-06-30. City of Suffolk · Dec 15, 2025

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Your property tax bill: who gets it

Virginia cities have no overlapping county or school district taxes. The city rate also pays for Suffolk Public Schools through the city budget. Two small special taxing districts add to bills only inside their areas.

Questions to ask your council

  1. The general fund ended June 30, 2025 with $124.1 million unassigned, and the city says it met its 20% target. What dollar amount does the 20% rule require for FY2026-27?
  2. General fund revenue came in at $346.0 million in FY2025, $85.5 million above spending before transfers. How much of that surplus came from higher property assessments, and how was it used?
  3. Bonds and loans stood at $618.6 million on June 30, 2025. How will school construction and road projects in the capital plan change that total over the next five years?
  4. The FY2026-27 budget lowers the real estate rate to $1.06 per $100. Will the five-year projection the budget mentions be published so residents can see the out-years?

The fiscal year starts July 1. The City Manager submits a proposed budget at least 60 days before June 30, usually in April. Council holds a public hearing in April and adopts the budget and tax rates in May; the budget must be adopted before July 1. See who is running for council
