Who runs Salem

The budget publishes a pay scale (minimum, midpoint and maximum) for every grade and job title; we found no pay list by employee. We name pay only for elected officials and the city manager.

Is Salem in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

Savings against the city's own target

Unassigned general fund balance: $60M (2025-06-30). The city's own target: Unassigned general fund balance must be at least 10% of the general fund, debt service fund and school division operating budgets, net of the general fund transfer to the schools. At June 30, 2025 it was 41.3%. The city meets this target. City of Salem · Nov 24, 2025

Pension promises not yet funded$40.6MThe city's Virginia Retirement System plan had a net pension liability of $40.6 million and was 82.98% funded (measured June 30, 2024). The school division's net pension liability of $26.0 million is reported separately. (2024-06-30). City of Salem · Nov 24, 2025

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Your property tax bill: who gets it

Salem is an independent city, so there is no county property tax. The city funds its share of the schools from the general fund. The rate fell two cents for FY2027, after a two-cent cut the year before.
