Who runs Eden Prairie
Eden Prairie uses Minnesota's Statutory Plan B form. The council is the mayor and four members, elected on a nonpartisan basis to four-year staggered terms; it passes ordinances, adopts the budget and hires the city manager and attorney. The city manager runs day-to-day operations.

Is Eden Prairie in the red?
Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.
The city's own outlook
The proposed 2027 general fund budget is $67.3M, up 5.2%, with the total tax levy up 2.9%. Fire spending rises 14.6%, mostly for eight firefighters funded in part by a $2.2M federal SAFER grant that covers 75% of their pay for two years and 35% in the third. The budget's goals include a balanced budget and keeping fund balance policies. City of Eden Prairie
Savings against the city's own target
Unassigned general fund balance: $34.5M (2025-12-31). The city's own target: Keep unassigned general fund balance equal to 50% of next year's budgeted tax revenue for working capital, plus 10% of next year's budget for budget stabilization and 5% for budget balancing. The city reports it met the policy at the end of 2025. The city meets this target. City of Eden Prairie · Apr 27, 2026
Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Questions to ask your council
- The general fund took in $63.7 million and spent $58.9 million in FY2025, and $4.4 million was moved to capital projects. Should the city budget revenue closer to recent results, or keep using surpluses for one-time capital work?
- The proposed FY2027 fire budget rises 14.6%, partly for eight firefighters a $2.2 million federal grant helps pay for through March 22, 2029. How will the city cover their full cost once the grant ends?
