Who runs Venice

A city manager hired by the council runs the city day to day and appoints department heads. The council of seven, including the mayor, passes ordinances, adopts the budget and sets the tax rate.

What they are paid

City manager James Clinch: base pay$224,895FY2026-27. The 2025 contract set base pay at $217,500. On Aug. 25, 2026 the council voted 7-0 for a 3.4% raise: $217,500 x 1.034 = $224,895. The motion does not state an effective date; the HR memo says charter officer pay typically rises each Oct. 1. City of Venice · Aug 25, 2026

A council member$22,646 a yearFY2026-27. Computed. The city charter (Sec. 3.05) sets council pay at 20% of a Sarasota County commissioner's salary. EDR lists that salary as $113,230 for FY2026-27, so 20% is $22,646. EDR notes Sarasota is a charter county, so its figure is the state formula amount. We found no city document that states the dollar amount. Florida Legislature EDR · Sep 1, 2026
The mayor$23,846 a yearFY2026-27. Computed. Charter: mayor's pay equals a council member's plus $1,200. $22,646 + $1,200 = $23,846. City of Venice

Is Venice in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$55.8MOut of $162M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Venice · Sep 22, 2026
Savings grew, FY2025 (audited)+$3.5MGeneral fund revenue $55.9M, spending $52.4M. Took in $3.5M more than it spent, after budgeting to draw $3.9M from savings. Figures include transfers in ($4.7M) and transfers out ($0.5M). City of Venice · Mar 4, 2026

The city's own outlook

The FY2027 general fund budget uses $885,821 of savings, mostly $800,000 to start a new city fleet garage. The city's budget documents we reviewed include a five-year capital plan but no multi-year general fund forecast. City of Venice · Aug 6, 2026

Savings against the city's own target

Unassigned general fund balance: $27.6M (2025-09-30). The city's own target: Keep unassigned general fund balance of at least three months of operating spending (25%), plus a $5 million disaster reserve. If it falls below, the city must adopt a plan to rebuild it. The city meets this target. City of Venice · Mar 4, 2026

Pension promises not yet funded$41.6MNet pension liability from the city's audited report: Florida Retirement System share $24.7M, retiree health subsidy $7.9M, firefighters' plan $9.0M (82.33% funded). The police plan is 117.99% funded, a $7.7M surplus not counted in the total. The city projects six to eight more years at current funding to pay off its two local plans' liabilities. (2025-09-30). Debt owed$84.2MGeneral government $35.5M (voter-approved general obligation bonds $25.9M, revenue bonds $9.6M). Utilities and other city businesses $48.7M (revenue bonds $31.5M, notes payable $17.3M). 2025-09-30. City of Venice · Mar 4, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Not everything in Venice is run by the city. Who provides a service decides whose budget pays for it and whose election decides it.

Questions to ask your council

  1. The FY2027 budget uses $885,821 of general fund savings, mostly to start a new fleet garage. How will the garage's yearly costs be paid in later years?
  2. The firefighters' pension plan was 82% funded in September 2025, and the city expects six to eight more years to pay off its local plans' shortfall. Is that schedule on track?
  3. Council pay is set at 20% of a Sarasota County commissioner's salary, but no city document lists the dollar amount. Will the budget show it?
  4. Unassigned general fund reserves were $27.6 million, above the about $18.1 million the city's policy calls for. How does the council plan to use the amount above the target?

The fiscal year starts Oct. 1. The city manager proposes a budget in June (June 2, 2026 this year), council holds workshops (June 18 and July 8), sets a maximum tax rate in July (July 14), and holds two public hearings in September; the FY2027 budget was adopted Sept. 22, 2026.
