Is North Port in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$99.8MOut of $338M across all city funds, which includes utilities and other money that can only be spent on one thing. City of North Port · Sep 24, 2026
Savings shrank, FY2025 (audited)−$989,685General fund revenue $95.3M, spending $98.3M. Spent $3.0 million more than it took in, then transfers in from other funds ($3.4 million) and out ($1.4 million) left the fund balance down $989,685. City of North Port · Jun 22, 2026

The city's own outlook

The FY2027 budget returns $3,286,527 to general fund savings, after the amended FY2026 budget used $6,614,389. Even so, the city projects general fund savings on Sept. 30, 2027 will be $22,213 short of its full reserve targets. The city says it is setting aside $2.7 million a year toward a new police headquarters and other buildings, and asked departments for about 5% in possible cuts as Florida debates property tax changes. Savings against the city's own target

Unassigned general fund balance: $26.5M (2025-09-30). The city's own target: Keep an emergency and disaster reserve of 20% of general fund operating spending, plus an economic stabilization reserve of up to 10%. If the disaster reserve is used, it must be rebuilt in the next budget or under a written plan the commission approves. City of North Port · Jun 22, 2026

Pension promises not yet funded$74.9MNet pension liability from the city's audited report, Sept. 30, 2025: Florida Retirement System share $50.5 million, retiree health insurance subsidy (HIS) share $17.2 million, police officers' plan $3.6 million and firefighters' plan $3.5 million. Debt owed$95.5M2025-09-30. City of North Port · Jun 22, 2026

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Your property tax bill: who gets it

Of each property-tax dollar a North Port homeowner pays in millage, about 26 cents goes to the city. The city's fire rescue, road and drainage, and solid waste districts are paid by flat per-parcel assessments on the same bill, which are not in these rates. The county's 0.73-mill EMS levy does not apply inside the city. For FY2026-27 the city kept its rate at 3.7667 mills for a seventh straight year.
