Is Castle Rock in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026$102MOut of $350M across all city funds, which includes utilities and other money that can only be spent on one thing. Town of Castle Rock · Oct 21, 2025
Savings grew, FY2025 (audited)+$15.3MGeneral fund revenue $91.9M, spending $79M. Revenue topped spending by $12.9 million. With $5.4 million in transfers in and $3.0 million in transfers out, general fund balance rose $15.3 million, to $77.6 million. Town of Castle Rock · Jun 11, 2026

The city's own outlook

The 2026 budget expects a general fund operating surplus of about $6.7 million before one-time items, and plans to use $2.0 million of fund balance after one-time spending. The town's five-year plan forecasts the general fund adding to its balance each year from 2027 to 2030, from $6.1 million down to $2.2 million. The 2027 sales tax forecast includes a new Costco. Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Your property tax bill: who gets it

The town's own levy is a small part of the bill. Most of it goes to the school district and the county. Many neighborhoods also pay a metro district levy that is not shown here.
