Who runs Menifee

Is Menifee in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$104MOut of $176M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Menifee · Jun 18, 2025
Savings shrank, FY2024-25 (audited)−$3.3MGeneral fund revenue $116M, spending $98.9M. Took in $16.7M more than it spent. After $29.4M of transfers out, mostly to move capital project money into the capital projects fund, plus $0.5M of transfers in and $8.9M of lease and subscription financing, general fund balance fell $3.3M, to $106.3M. The city's own outlook

The budget's five-year forecast shows general fund and Measure DD revenue slightly below spending in the two budget years ($103.7M vs $104.0M in FY2026-27) and slightly above it from FY2027-28 through FY2029-30 ($115.0M vs $113.8M in the last year). In the June 2026 mid-cycle revision the council cut the FY2026-27 Measure DD revenue estimate by $1.7M and added $1.0M of general fund spending. City of Menifee · Jun 18, 2025

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Every property pays the 1% base levy; the city gets about 12.6 cents of each base-levy dollar. The other rates are added on top and are summed across all of the city's tax rate areas, so not every rate applies to every property.

What Menifee publishes

What a resident can find online today. A "no" is something you can ask the council to publish.

Questions to ask your council

  1. Police make up $37.6 million of the $104.0 million FY2026-27 general fund and Measure DD budget, and dispatch is bought from Murrieta. What would a city dispatch center cost?
  2. The June 2026 revision cut the FY2026-27 Measure DD sales tax estimate by $1.7 million. Which services depend most on that tax?
  3. Fire service, bought from Riverside County, is budgeted at $20.3 million for FY2026-27. How will that cost change as the city grows?
