Who runs Antioch
A city manager hired by the council runs the city day to day. The council sets policy, adopts the budget and sets the tax rate.
What they are paid
Antioch city staff
403 full-time-equivalent positions, including Police 153. FY2026-27. Funded full-time positions in the adopted FY2026-27 budget, down from 406 in FY2025-26. On June 9, 2026, 336 of the 406 positions were filled. City of Antioch · Jun 23, 2026
The city posts a master salary schedule with the monthly pay steps for every job title, and the city manager's contract. We found no city list of pay by employee. We name pay only for elected officials and the city manager.
Is Antioch in the red?
Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.
Savings
Unassigned general fund balance: $42.6M (2025-06-30). City of Antioch · Dec 11, 2025
Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Your property tax bill: who gets it
Every property pays the 1% base levy, which the county splits among the city, county, schools and districts; California cities do not set their own rate. Antioch has no voter-approved city tax rate on top. Voter-approved bonds for Antioch Unified schools, BART, the community college district and the regional park district bring the total to about 1.12%.
