Who runs Indio
A city manager hired by the council runs the city day to day. The council sets policy, adopts the budget and sets the tax rate.
What they are paid
Indio city staff
267 full-time-equivalent positions, including Police 121, General government 56, Public works 38, Water 38, Community development 14. 2025-06-30. City of Indio · Mar 18, 2026
The city adopts a public salary schedule with monthly pay ranges for every job title. We did not pull pay bands from the State Controller's pay database. We name pay only for elected officials and the city manager.
Is Indio in the red?
Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.
Savings against the city's own target
Unassigned general fund balance: $5.8M (2025-06-30). The city's own target: The city aims to keep an emergency reserve of at least 15% of ongoing general-purpose revenue, following GFOA guidance. It holds this reserve as committed fund balance, which was $18.5 million on June 30, 2025. The council planned to raise it to $19.5 million, about 17%, in FY2026-27. City of Indio · Mar 18, 2026
Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Questions to ask your council
- Unassigned general fund balance was $5.8 million on June 30, 2025, next to an $18.5 million emergency reserve. How much room does that leave if sales tax or festival revenue falls short?
- The city's two CalPERS plans were $80.3 million short of full funding on June 30, 2025. What is the plan and timeline for closing that gap?
- Fire and ambulance service through the county was budgeted at $23.1 million for FY2025-26, and a shorter firefighter work week could raise the cost. How would the city pay for a larger contract?
- The audit for FY2024-25 was dated March 2, 2026. When will the FY2025-26 audit be finished?
