Is Hesperia in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$60.2MOut of $134M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Hesperia · Jul 24, 2026
Savings grew, FY2024-25 (audited)+$13.8MGeneral fund revenue $58.9M, spending $45.2M. Took in $13.7 million more than it spent. After $2.3 million of transfers in, $3.3 million of transfers out and $1.1 million of financed software subscriptions, the general fund balance rose $13.8 million. City of Hesperia · Dec 22, 2025

Savings against the city's own target

Unassigned general fund balance: $45M (2025-06-30). The city's own target: Keep at least two months of yearly general fund spending in cash. The FY2026-27 budget projects 5.7 months, about $28.5 million. The city meets this target. City of Hesperia · Dec 22, 2025

Pension promises not yet funded$35.8M(2025-06-30). CalPERS · Jan 1, 2026
Debt owed$31.3MGeneral government $26.1M of lease revenue bonds: 2012 bonds for water rights ($19.1M) and 2023 refunding bonds ($7.0M). Water District $5.2M: a state revolving fund loan for the recycled water pipeline. The Water District's debt is not the city's responsibility, and the reverse. 2025-06-30. City of Hesperia · Dec 22, 2025

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.

Your property tax bill: who gets it

California caps the base property tax at 1% of assessed value. This shows how that 1% is divided; voter-approved bond rates for schools and other agencies are added on top and are not shown. The city's own share is 1.6 cents of each dollar, plus 1 cent for the city-run Water District. The fire district's share now goes to San Bernardino County Fire, except an extra 1.5% share the city keeps to pay the former district's pensions.
