Who runs Eastvale

Eastvale is a general law city with a council-manager government. The City Manager, appointed by the council, runs city programs as chief administrative officer under the council's policies and budget. The five council members are elected by district for four-year terms, and each December the council picks one member to serve as mayor. The council also appoints the City Attorney.

Is Eastvale in the red?

Cities must pass a balanced budget, so "profit" and "deficit" mean something different here. The useful questions: does the city's everyday money (the general fund) cover its everyday costs, how much does it keep in savings compared with its own target, and how big are its pension and debt bills.

General fund, FY2026-27$48.1MOut of $183M across all city funds, which includes utilities and other money that can only be spent on one thing. City of Eastvale · Jun 24, 2026
Savings grew, FY2024-25 (audited)+$37.2MGeneral fund revenue $89.5M, spending $41M. Revenue exceeded spending by $48.5 million in FY2024-25. After $12.2 million in transfers out to other funds, the general fund balance grew by $37.2 million. City of Eastvale · Dec 15, 2025

Savings against the city's own target

Unassigned general fund balance: $15.7M (2025-06-30). The city's own target: The general fund should end each year with an assigned Emergency Contingency reserve of at least 50% of that year's budgeted general fund operating spending. This reserve is assigned, not part of the unassigned balance. City of Eastvale · Dec 15, 2025

Pension promises not yet funded$250,934(2025-06-30). CalPERS
Debt owed$57.7M2025-07-31. City of Eastvale · Dec 15, 2025

Why we skip the "budgeted deficit": many cities plan to dip into savings, then spend less than planned. The audited result tells you what really happened.
